ACCIONA Construction USA, part of the SR 400 Peach Partners consortium, have been awarded the contract to design and construct the SR 400 Express Lanes project in Atlanta, Georgia. This $4.6 billion project, awarded by the Georgia Department of Transportation (GDOT), is a key public-private partnership aimed at addressing congestion on a major highway in the Atlanta metropolitan area.

The Environmental Compliance Manager is responsible for ensuring that heavy civil construction projects adhere to all relevant environmental regulations and standards. This role involves developing, implementing, and overseeing environmental policies and procedures to ensure compliance with federal, state, and local environmental laws. The manager works closely with construction teams, regulatory agencies, and project stakeholders to minimize environmental impacts and promote sustainable practices.

Job Description

Regulatory Compliance:

  • Ensure compliance with all applicable environmental laws, including the Clean Water Act, Clean Air Act, NEPA (National Environmental Policy Act), and RCRA (Resource Conservation and Recovery Act).
  • Obtain and maintain necessary environmental permits (e.g., stormwater, erosion control) and ensure they are up-to-date throughout the construction process.
  • Develop and manage site-specific Environmental Management Plans (EMPs), ensuring they are tailored to the unique environmental risks of each project.

Environmental Auditing and Monitoring:

  • Conduct regular site inspections and environmental audits to ensure compliance with environmental management plans and applicable regulations.
  • Monitor air quality, water discharge, hazardous waste disposal, and soil conditions to identify potential risks and implement corrective actions as necessary.
  • Prepare and submit environmental reports (e.g., SWPPP reports, erosion control logs) to regulatory authorities and internal stakeholders.

Erosion and Sediment Control:

  • Design, implement, and monitor Erosion and Sediment Control Plans (ESCP) to minimize soil erosion and prevent sediment runoff on construction sites.
  • Ensure proper installation and maintenance of silt fences, sediment basins, and other erosion control measures.

Hazardous Materials and Waste Management:

  • Manage the proper storage, handling, and disposal of hazardous materials in accordance with OSHA and EPA regulations.
  • Oversee waste minimization, recycling, and the transportation of hazardous materials off-site to approved disposal facilities.

Sustainability and Environmental Impact Mitigation:

  • Develop and promote sustainable construction practices such as resource conservation, waste recycling, and reduced emissions.
  • Conduct Environmental Impact Assessments (EIA) and collaborate with project planners and engineers to minimize the environmental footprint of construction projects.

Training and Education:

  • Develop and lead environmental training programs for construction crews to ensure adherence to environmental regulations and best practices.
  • Provide guidance on spill response, hazardous material handling, erosion control measures, and other environmentally critical activities.

Incident Response and Reporting:

  • Manage environmental incidents, such as spills or regulatory violations, by coordinating response efforts, mitigation, and clean-up.
  • Investigate environmental non-compliance issues and develop corrective action plans to prevent future occurrences.

Collaboration with Regulatory Bodies:

  • Serve as the liaison between the construction project and environmental regulatory agencies to ensure timely communication and compliance.
  • Prepare for and facilitate regulatory inspections, and address any issues or concerns raised by environmental officials.

Required Skills and Competencies

  • Bachelor’s degree in Environmental Science or related field.
  • 15+ years of experience in environmental management for construction projects of more than 200 M US$.
  • Previous experience in US as Environmental Manager

Skills:

  • Strong knowledge of federal, state, and local environmental laws and regulations related to construction (NEPA, CWA, CAA, OSHA, EPA regulations).
  • Proficiency in environmental management software, knowledge of GIS (Geographic Information Systems), and experience with environmental monitoring equipment.
  • Ability to write clear and detailed reports, communicate effectively with regulatory bodies, and train construction personnel.
  • Strong organizational skills to manage multiple compliance initiatives across large construction projects.

Preferred Certifications:

  • Certified Environmental Compliance Manager (CECM)
  • ISO 14001 Environmental Management Systems Lead Auditor
  • LEED Accredited Professional
