Salary range is $70k to $165k, with a midpoint of $115k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: 

Under general direction of the Deputy Director, the Senior Performance Auditor will add value and improve agency operations by ensuring that our business processes are compliant and effective. You will play a key role in assessing how effective the agency’s controls are and if they have been properly implemented.  

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Leads, plans and performs performance audit work, including complex performance, consultancy and operational audits of considerable breadth and difficulty.  
  • Performs working paper review of peer employees, ensuring quality, accuracy, and sufficiency of audit evidence, as part of the division's quality control program.  
  • Provides senior internal consulting and advisory services, including assistance and guidance to Agency management and staff regarding audit, regulatory interpretations, policies, and procedures.  
  • Assesses and audits Agency business processes to identify opportunities for improved efficiency, adequate internal controls, compliance with various federal, state, and local laws, and Agency policies and procedures.  
  • Plans, performs, and documents audits and investigations including suspected inappropriate behaviors of employees, vendors, and contractors; and may collaborate with Sound Transit management, risk management professionals, human resources, local law enforcement and county prosecuting attorneys on assigned investigations.  
  • Plans, performs, and documents performance and third-party contractor audits, including review of overhead rates, allowable costs, progress payment requests, and may participate in resolution and recovery efforts.  
  • Provides support to the Division and others as assigned; serves on a variety of boards, and committees as assigned; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor’s degree in Accounting, Finance, Business Administration, or closely related field and five years of experience in auditing functions for an organization including experience in planning, performing, and reporting complex audits as a major focus of job duties; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

  • Certified Internal Auditor (CIA) or able to obtain a CIA within 3 years. 

Preferred Licenses or Certifications:

  • Certified Information Systems Auditor (CISA)  
  • Certified in the Governance of Enterprise IT (CGEIT)  
  • Certified Information Systems Security Professional (CISSP)  
  • Other internal auditing designations, as applicable (e.g., CPA, CISA, CFE, etc.)  

Required Knowledge and Skills:

  • Professional audit standards (e.g., IPFF, GAGAS, etc.) and Advanced audit techniques.  
  • Risk assessment, benchmarking, program evaluations and other comparisons to determine areas most likely to benefit from auditing procedures.  
  • Audit planning and audit program development, including performance of research to locate and summarize laws and regulations to determine whether programs are complying.  
  • Applications of electronic data processing and analysis for accounting.  
  • Pertinent state and federal regulations; agency policies, procedures, rules, and regulations.  
  • External and management reporting requirements.  
  • Principles and procedures of record keeping.  
  • Principles and practices of program development and administration.  
  • Modern office procedures, methods, and equipment including computers.  
  • Computer applications such as word processing, spreadsheets, and statistical databases.  
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the public. 
  • Preparing clear and concise audit reports summarizing scope, methodology, and significant conclusions of audit procedures performed.  
  • Proposing or evaluating corrective measures designed to strengthen internal controls, operational policies and procedures, and other weaknesses identified in audits.  
  • Interpreting and applying applicable federal, state, and local policies, laws, and regulations as it pertains to safety oversight. 
  • Managing multiple tasks, setting objectives/goals, and re-prioritize work to meet changing deadlines and priorities.  
  • Maintaining confidentiality and communicating with tact and diplomacy.  
  • Applying project management techniques and principles.  

Preferred Knowledge and Skills

  • IT systems: including the proper management, potential, and how system expansion is affected.  

Physical Demands / Work Environment: 

  • Work is performed in a hybrid office environment.
