The Technical Executive Director, FedCiv, is responsible for overall technical management and innovation excellence across the assigned Customer portfolio to deliver engineering, information technology, and mission solutions and services in the areas of advanced analytics, AI/ML, cloud, cyber security, application and infrastructure modernization, and broad enterprise IT across a variety of CONUS and OCONUS Federal Civilian (FedCiv) programs. As the Technical Executive Director you will play an important role in providing critical solutions and growing the assigned Customer portfolio at ManTech. 

Technical Execution

  • Establish technical strategies and resulting roadmaps to align program resources across the accounts.

  • Provide executive technical leadership by establishing KPIs and work with programs to exceed program performance criteria across the portfolio.

  • Direct the organization’s resources to ensure the portfolio of programs are delivering best value to stakeholders, while meeting/exceeding requirements, milestones, and deliverables.

  • Lead initiatives to establish design concepts, criteria, and engineering practices in all areas of research, design, development, integration, and test for all programs.

  • Serve as a technical point of contact for the client on program activities.

  • Lead risk management activities to identify, prioritize, and mitigate technical risks and issues with the potential to impede program performance or contribute to failure.

  • Lead digital transformation to increase the quality of IT services provided to our clients.

Business Development and Growth

  • Acquire in-depth knowledge of ManTech’s capabilities, technology, and business objectives, and work closely with operations partners to provide solutions to our clients

  • Develop and implement Customer Engagement Plans for both agencies at large and on an opportunity-by-opportunity basis to engage clients in identifying and shaping opportunities

  • Develop strategies/actions to shape business efforts as well as gaining competitive intelligence/business intelligence on both competitors and clients

  • Present briefings to leadership that include business case/value proposition to support investments (dollars, resources) towards Capture and Bid decisions

  • Drive company branding activities congruent with business opportunities including: White papers, technology demonstrations, RFI responses and participation in Industry groups to gain insight to near/far-term customer & mission needs

  • Collaborate across ManTech to architect solutions in support of new business, customer demonstrations and engagement, and promote growth.

  • Architect solutions and identify investments to align with long-range strategic pursuits and initiatives in the existing portfolios and adjacent markets.

  • Shape the development of capture strategies, technical solutions, innovation, work statements, schedules, budgets, and evaluation of proposal inputs from key contributors. Responsible for quality and content of technical proposals to include solutioning, writing, editing, and reviewing as required.

  • Lead and participate in color reviews, black hats, gate reviews, and independent technical assessments of opportunities to increase pWin and mitigate risk prior to award.

  • Represent the Customer portfolio of the assigned Division as a Subject Matter Expert in support of business development and capture activities.

  • Serve as product owner for technical artifacts and deliverables generated in response to RFPs, RFIs, BAAs, and whitepapers.

Innovation

  • Provide thought leadership in the research and development of key discriminators and innovative capabilities focused on customer challenges and disruptive technologies.

  • Develop strategies and roadmaps that align investments in the ideation and creation to support the portfolio growth and long-range strategic pursuits.

  • Provide technical oversight of portfolio investments to ensure the development of technical discriminators and to promote technology transfer.

  • Build relationships and partnerships within the corporation to produce holistic ManTech IT solutions and offerings for the portfolio.

Community

  • Support talent acquisition and staffing initiatives.

  • Represent the organization at industry conferences, engagements, and round tables.

  • Lead university engagement and community outreach initiatives for next generation talent development.

  • Support the ManTech Fellows program, promoting collaboration by identifying the network of SMEs across the enterprise and harvesting capabilities from programs.

Minimum Qualifications:

  • Bachelor’s degree in a technical field and at least 14 years of overall related experience working with SMES in a technical field OR a Master's degree and 12 years of related experience. Additional equivalent work experience may also be substituted for a degree.

  • At least 3 years of experience working with Executive Branch Agencies, or comparable national security experience, with positive and existing relationships in these accounts.

  • Understanding of modern software development lifecycle and frameworks including Agile, SAFe, Scrum, and DevSecOps.

  • Experienced in systems engineering, software/systems development, cloud computing concepts; adept in the application of the system/software development lifecycle.

  • Expertise developing products, managing product lines, and building product teams.

  • Experience implementing organizational change is highly desired.

  • Ability to foster and build relationships across departments, pursue opportunities, and deliver briefings to both clients and senior stakeholders.

  • Analytical and critical thinking skills, and multi-tasking ability are a must; able to think and operate on both the strategic and tactical levels (e.g., able to devise a short-term solution that complements longer-term goals).

  • Strong written and verbal communications skills, especially when presenting technical topics to a non-technical audience.

  • For remote employees, must be able and willing to travel to DC Metro Area for key strategy sessions and meetings. Estimated Travel ~10%.

Clearance Requirements:

  • Must be able to obtain and maintain a Top Secret clearance with SCI eligibility.

  • Must be a US Citizen.

Preferred Requirements:

  • Bachelor's or Master's degree preferred

Physical Requirements:

  • Must be able to be in a stationary position more than 50% of the time

  • Must be able to communicate, converse, and exchange information with peers and senior personnel

  • Constantly operates a computer and other office productivity machinery, such as a computer

  • The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations

  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

The projected compensation range for this position is $167,600-$279,000. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, ManTech invests in it’s employees beyond just compensation.
