Position Overview

We are seeking a Business Analyst / Scrum Master to lead Agile teams and drive the delivery of SharePoint, Power Platform, and other automation initiatives in a dynamic federal IT environment. This hybrid role bridges business analysis and agile project leadership to support the successful design, development, and implementation of business process automation solutions. The ideal candidate will bring deep experience in Agile methodologies, technical analysis, and stakeholder engagement across both business and IT functions.

This role involves regular interaction with senior government stakeholders, managing Agile ceremonies, gathering and refining business and technical requirements, and supporting cross-functional teams throughout the project lifecycle.

Key Responsibilities

Agile and Scrum Leadership

  • Facilitate all Agile/Scrum ceremonies (Backlog Grooming, Sprint Planning, Daily Stand-ups, Reviews, Retrospectives etc.).
  • Guide teams toward higher Agile maturity and foster a culture of continuous improvement.
  • Coach product owners and teams on backlog grooming, sprint readiness, and release planning.
  • Track team progress using Agile tools (e.g., Jira, Azure DevOps) and provide transparent reporting.
  • Proactively identify and remove impediments to ensure continuous team progress.

Business Analysis and Requirements Management

  • Lead requirements elicitation from stakeholders, translating business needs into epics, features, and user stories with clear acceptance criteria.
  • Analyze current-state processes and identify opportunities for automation and efficiency.
  • Document and maintain the business process documentation.
  • Support backlog prioritization aligned with strategic objectives and stakeholder expectations.
  • Create detailed documentation including process flows, gap analyses, and requirement traceability.

Stakeholder and Cross-Functional Collaboration

  • Serve as the liaison between business and technical teams to ensure shared understanding and alignment on deliverables.
  • Facilitate planning sessions and working groups across a geographically dispersed team.
  • Collaborate with SharePoint/Power Platform administrators and developers to design scalable solutions.

Project and Platform Support

  • Maintain key artifacts such as sprint review reports, dashboards, and project status updates.
  • Perform administrative functions in SharePoint/Power Platform, including role management, workflow setup, and security configuration.
  • Evaluate new SharePoint/Power Platform features for potential internal use.

Required Qualifications

  • Bachelor’s Degree from an accredited institution.
  • 10+ years of experience as a Business Analyst or Scrum Master in a federal IT environment.
  • 4+ years of hands-on experience in Agile/Scrum or Kanban roles (Scrum Master or Product Owner).
  • Understanding of SharePoint/Power Platform, including workflows, permissions, and app development will be a big plus.
  • Strong understanding of Agile frameworks (Scrum, SAFe) and DevSecOps principles.
  • Experience using Jira or Azure DevOps to track and report Agile project metrics.
  • Excellent communication skills with the ability to explain technical concepts to non-technical stakeholders.
  • Strong analytical and problem-solving skills with a proactive, results-driven approach.
  • Ability to work independently, manage multiple priorities, and meet tight deadlines.

Preferred Qualifications and Certifications

  • Certified Scrum Master (CSM), SAFe Agilist, or equivalent Agile certifications.
  • Experience supporting large-scale automation or software implementations for federal agencies.
  • Familiarity with Agile portfolio planning, metrics tracking, and performance optimization.

The likely salary range for this position is $123,250 - $166,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
