A brief overview

The VP, Regional Compliance, Asia Pacific leads and manages various aspects of regional Compliance within the region partnering with business leadership in region. Serving as a strategic partner to business teams as they develop new service offerings, obtain, or expand client engagements, respond to regulatory changes, and resolve contractual issues – all of which require collaboration with business colleagues across the region. Working closely with the Chief of Compliance, lead and execute strategic Compliance initiatives within region. The VP is a key subject matter expert who directs second-line of defense activities which provide compliance assurance to RGA. The VP will be responsible for implementing the Compliance Framework, consistent with global compliance standards and applicable regulatory guidelines. Additionally, they will oversee responsibility for the GEC Compliance second-line Assurance Plan in the region. They will also manage specific projects related to complexity with Reinsurance transactions for onshore and offshore entities, significant transactions, licensing and other related Compliance projects partnering closely with the in-market Compliance teams around the region.

What you will do

  • Interpret and provide insight on regulatory regimes applicable to RGA and other services providers in the life insurance and reinsurance industry
  • Development and implementation of compliance related matters in accordance with GEC procedures and schedule within the effective timeframes. Develop, communicate, and execute the Annual GEC Assurance Plan within the region
  • Point person with regard to personal information protection and regulations, within Compliance to coordinate across jurisdictions as it relates to cyber security and government reporting
  • Monitor, modify, and report to senior management on processes, enhancements, prioritization, and progress of the Assurance Plan. Approve second-line assurance assessment documents and procedures, including annual assessment plans, activity inventory, program documentation, reports, and management action plans. Support assurance workforce members in collaborative meetings by scheduling, attending, and/or intervening when necessary
  • Evaluate controls, policies, and processes for scalability, effectiveness, and efficiency. Collaborate across the matrix to assess enterprise impact, ownership, and management action plans of completed assessments while identifying emerging risks or trends
  • Ensure assessment scope, observations, recommendations, and findings are appropriate, clearly communicated, and escalated when required
  • Develop professional relationships and reoccurring communication channels with Internal Audit, Enterprise Risk Management, Global Legal Services, the region COO and Global Risk Services leadership on risk-related topics
  • Review enforcement actions, regulatory bulletins, association newsletters, and supervisory announcements to identify and investigate new or emerging regulatory requirements. Communicate such risks to internal stakeholders and SME’s. Perform surveillance over and analyze key operational and risk reports to identify systemic red flags that require additional investigation and/or escalation. Collaborate cross-functionally across the Enterprise to support the implementation of policies, systems, and programs that drive organizational compliance with relevant laws, regulations, and standards
  • Provide up-to-date and accurate Compliance advice on corporate matters related to reinsurance transactions and other commercial activities. Conduct due diligence on potential investments, assessing Compliance risks, and proposing mitigating strategies. Collaborate with internal legal teams and external legal counsel to ensure seamless execution of transactions
  • Stay abreast of relevant laws, regulations, and industry trends to ensure compliance across the the region markets


Qualifications

  • Bachelor’s Degree in Arts/Sciences (BA/BS) Law and qualified as Solicitor
  • 10+ years experience in enterprise risk management or related risk fields with people management responsibilities
  • Experience of working on corporate matters for Life Insurance, Reinsurance, Private Equity and M&A transactions
  • Experience of complex transactions, ideally where such transactions include Reinsurance and Life Insurance or other related financial transactions including M&A demonstrating a broader understanding of the issues related to long-term ownership of assets
  • A strong commercial mindset, able to understand the impact of legal positions as it relates it Compliance risks and Compliance governance
  • Expert understanding of applicable laws, regulations, and requirements impacting financial institutions, in particular Life Insurance and Reinsurance within Asia
  • Mastery of compliance risk management concepts, frameworks, methods, and good governance practice
  • Expert ability to adapt to a rapidly changing work environment, demonstrating the capacity to manage themselves and their team while focusing on multiple tasks and deadlines simultaneously
  • Business Partner oriented with strong leadership, organizational, and interpersonal skills
  • Expert level analytical, critical thinking and decision-making skills with superb written and verbal communication skills in English. Asian language skills highly beneficial
  • Excellent collaborative skills demonstrated through ownership of issues seen through to resolution, providing sound guidance to others, and positively influencing the RGA culture
  • Mastered ability to prioritize projects and work independently
  • Superb attention to detail
  • Dynamic ability to make independent, timely, and effective decisions
  • Established project management skills demonstrating the ability to evaluate project objectives and scope feasibility, gain understanding, schedule resources, and manage budget to plan
  • Expert ability with Microsoft Office
  • Acute ability to quickly learn and understand the business of RGA
