We are seeking a highly experienced and credentialed Senior Cybersecurity Architect & Program Lead to drive implementation of a Zero Trust architecture and the development of a Ransomware Response and Mitigation Policy. This role requires deep, hands-on technical expertise, strategic program leadership, and utility-sector experience to safeguard complex IT, OT, and hybrid environments. This role will serve as a key advisor to executive leadership and ensure alignment with leading cybersecurity frameworks, regulatory mandates, and mission-critical operational goals.

**This role fills a need by a department within the City of Los Angeles. This 5-year contract will be awarded late summer, with a mid-Q4 estimated start date.

Work Schedule: Full time, standard business hours, Pacific Time Zone

WORKSITE: Remote or Hybrid available (Los Angeles, CA)

PAY RATE: $90/hour

WHAT YOU'LL DO:

  • Architect and lead enterprise-wide Zero Trust implementation, including identity-based access control, micro-segmentation, and real-time security monitoring across IT and OT systems.

  • Design and implement a comprehensive ransomware mitigation and incident response policy, aligned with NIST and CISA frameworks, addressing prevention, detection, containment, and recovery.

  • Conduct enterprise cyber posture, program, and vulnerability assessments and translate findings into actionable roadmaps, policies, and executive briefings.

  • Lead and execute penetration testing, forensic analysis, and remediation activities for critical infrastructure environments.

  • Provide hands-on leadership in risk management, compliance documentation, and stakeholder engagement including training, mentoring, and technical workshops.

  • Generate detailed deliverables including security roadmaps, strategic plans, project charters, incident reports, training documentation, and monthly status summaries per LADWP guidelines.

  • Act as the primary point of contact with executive stakeholders, manage risks, issues, and change initiatives throughout the engagement lifecycle.

WHAT YOU'LL BRING:

  • Minimum of 8 years of experience in cybersecurity architecture, vulnerability management, incident response, and program leadership, particularly within the utility industry and public sector.

  • Advanced degree(s) (e.g., MS in Cybersecurity, Information Assurance, or related discipline); multiple degrees or postgraduate certifications highly desirable.

  • Relevant and current cybersecurity certifications required, aligned with core technologies (examples: CISSP, CISM, GIAC, OSCP, CEH, GICSP, GCFA, GCIA, Azure/AWS security certifications).

  • Demonstrated expertise with technologies and frameworks commonly used in utility and SCADA environments (e.g., NIST CSF, ISO 27001, SIEM, IAM, firewalls, network segmentation, AD, endpoint detection, OT/ICS protocols).

  • Strong leadership, communication, and documentation skills, with the ability to interface effectively with executive management, legal/compliance, and technical teams.

  • Proven ability to produce high-quality strategic deliverables under strict deadlines and in compliance with public sector reporting and procurement standards.
