DecisionPoint Corporation is seeking a Program Manager for an upcoming opportunity overseeing the transformation and development of the Future Defense Casualty Information Processing System (DCIPS). This role supports the Office of the Deputy Assistant Secretary of Defense (ODASD) for Military Community and Family Policy (MC&FP) and oversees a multi-disciplinary team delivering Agile software development, cloud deployment in AWS GovCloud (IL4/IL5), cybersecurity, and end-user training for a zero-failure, mission-critical DoD system. This individual will lead a large, multi-year enterprise IT program with cross-functional teams exceeding 30 personnel, delivering secure, cloud-native applications in support of a highly visible mission.
This role is remote (with periodic onsite presence at government or mission partner sites in the Washington, D.C. area) and requires a favorably adjudicated Tier 5 background investigation (Top Secret clearance) for access to classified systems.
Duties & Responsibilities
- Provide end-to-end program leadership, overseeing all contractor activities across Agile development, operational sustainment, cloud deployment, and case management enhancements.
- Direct cross-functional teams including software engineers, cybersecurity professionals, business analysts, trainers, and helpdesk staff.
- Ensure timely development and deployment of DCIPS Future Beta and Full Release, in compliance with DoDI 1300.18 and DISA STIG/SRG requirements.
- Coordinate with MC&FP AWS GovCloud support contractors and DoD stakeholders to ensure smooth delivery of high-impact services.
- Monitor and report program performance, schedule, cost, and risk across a multi-year, cost-reimbursable Task Order.
- Serve as the primary liaison to the Government for programmatic and contractual matters.
- Enforce compliance with Agile best practices, including program increment planning, backlog grooming, and “Definition of Done” adherence.
- Drive continual service improvements in support of CMA Offices and survivor outreach, including integration of business rules, workflow automation, and survivor web portal functionality.
Qualifications

Required Qualifications:
- Active Top Secret security clearance required.
- Bachelor’s degree in Information Systems, Business Administration, Engineering, or related field.
- Experience managing programs with teams of 30+ staff across technical, functional, and security disciplines in complex stakeholder environments.
- 8+ years of experience managing large-scale IT programs, including Agile software development, in a DoD or Federal environment.
- Experience managing programs operating within AWS GovCloud IL4/IL5 or similar high-security cloud environments.
- Proven success overseeing multi-disciplinary teams and subcontractors across diverse technical domains.
- Experience with DISA STIG/SRG compliance, DoDI 1300.18, and Risk Management Framework (RMF).
- Working knowledge of managing cost-reimbursable contracts.
- Strong leadership, organizational, and stakeholder engagement skills.
- Strong orals presentation skills and ability to communicate clearly and persuasively with government stakeholders and evaluators.
Desired:
- Project Management Professional (PMP) or Program Management Professional (PgMP) certification strongly preferred.
- Experience with the Defense Casualty and Mortuary Affairs mission, survivor outreach, or similar human-centered DoD initiatives.
- Experience delivering systems that support personally identifiable information (PII), CUI, and Privacy Act data.
Preferred Certifications:
- PMP or PgMP
- SAFe Program Consultant (SPC) or Certified Scrum Professional (CSP)
- AWS Certified Solutions Architect – Associate or Professional
- Certified Information Systems Security Professional (CISSP)
- ITIL v4 Foundation or Managing Professional
