Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

  • Manage, monitor, and control the cost, scope, and schedule of projects under her/his responsibility to successfully deliver Cybersecurity Capabilities to NATO.
  • Coordinate the contributions of various NATO stakeholders and industry representatives to deliver capabilities.
  • Develop realistic and achievable project plans and present them to senior executives and governance bodies for approval.
  • Responsible for the management of NSIP projects and, in particular, the implementation of major procurement projects in the area of Cyber Security.
  • Identify, plan, request and manage the deployment of resources to meet project milestones and initiate corrective actions when necessary.
  • Define, execute and complete projects, including preparation and submission of proposals and contribution to source selections based on procurement strategy.
  • Review and agree on project approach with the Projects Portfolio Manager following Agency processes.
  • Monitor and control project progress and risks to ensure resources are used within budget and timelines.
  • Provide regular project status reports to leadership, executives, and NATO committees.
  • Understand customer requirements, collect data, deliver analysis, and resolve problems.
  • Propose risk mitigation actions to ensure the project meets scope, quality, schedule, and cost objectives.
  • Lead the project team positively and effectively.
  • Take action when project performance deviates from tolerances using risk management.
  • Support continuous improvement of Project Management within the NCI Agency.

 Working Location

  • The Hague, Netherlands

Working Policy

  • Onsite – Standard Working Hours. This position is required to be mostly on site
    at our offices in The Hague. Some consideration may be given to
    WFH but this is restricted to the confines of duty location.

Travel Requirements

  • There may be travel to NATO HQ and other NCIA sites and within NATO boundaries. Travel from The Hague to Braine L'Alleud and/or Brussels and other NATO sites of up to 3 x per month.

 Security Clearance Requirement

  • National or NATO Secret

 Mandatory Requirements

Skills and Experience

  • A detailed understanding of the NATO Security Investment Programme (NSIP).
  • Recognised record of accomplishment in dealing with stakeholders at enterprise level.
  • Significant and recent experience in developing Statements of Work for industry bidding.
  • Proactive attitude in building trust with stakeholders.
  • Strong oral and written communication skills, including briefing capabilities.
  • Expert-level proficiency in MS Excel, MS PowerPoint, and MS Project.
  • Extensive experience in managing large Cybersecurity or ICT projects.

 Education

  • A university degree in Engineering, Science, Mathematics, Management, or related disciplines.
  • Alternatively, 12 years of relevant experience may be accepted in lieu of a university degree.

Certifications and Training

  • Formal project management training such as PRINCE2, PMI PMP, or DAWIA Program Management Level II.

 Language

  • Business Level English
