This position performs advanced data analysis and architecture work, providing strategic direction and guidance on modernization initiatives, and enterprise-wide data governance. Develops and implements innovative policies, standards and action plans for data system integrity, integration, and advanced analytics to support citizen services and business intelligence as they relate to strategic planning, assessment, and government modernization.
EXAMPLES OF WORK PERFORMED
Strategic Leadership for Data Governance
· Develops and executes comprehensive data strategy aligned with Secretary of State modernization goals and Texas Digital Government Initiative.
· Leads data governance efforts across the Texas Secretary of State.
· Establishes pilot programs for emerging technologies including AI/ML, blockchain, and predictive analytics.
· Partners with private sector technology leaders and academic institutions to implement best-in-class government solutions.
· Serves as primary data advisor to the Chief Information Officer.
· Modernizes elections data systems to enhance security, accessibility, and transparency while maintaining integrity standards.
· Creates and maintains citizen-facing and internal dashboards.
· Participates in statewide data coordination initiatives.
· Utilize data governance tools such as Informatica
Enterprise Data Governance & Architecture
· Oversees the implementation and maintains data governance policy.
· Develops and maintains controls on data quality and integrity, including deployment of automated data quality monitoring systems and processes.
· Develops policies and controls for appropriate protection of enterprise information assets through defined life cycles.
· Defines, manages, and controls master data and metadata management policies, controls, and standards using modern platforms based on DAMA framework.
· Works collaboratively with business units across the agency to define data elements and reporting standards.
Digital Services & Citizen Experience
· Creates predictive models to anticipate service demands and optimize resource allocation.
· Encourage the use of the Texas Open Data Portal (ODP).
Innovation & Technology Integration
· Identifies and evaluates emerging methods and technologies related to data/information management, artificial intelligence, and government automation.
· Implements cloud-native solutions, microservices architectures, and advanced analytics capabilities for government operations.
· Works within agile development methodologies and continuous integration/deployment practices.
Organizational Leadership
· Ensures that changes in business practices within operational units maintain data system integration and reporting standards.
· Ensures that reports derived from enterprise data consistently use business intelligence and analytics for decision making and strategic planning.
· Establishes cross-functional partnerships and establishes vendor relationships with technology providers.
· Performs related work as assigned.
GENERAL QUALIFICATION GUIDELINES
EXPERIENCE AND EDUCATION
Required
· Bachelor's degree in Computer Science, Data Science, Information Systems, Statistics, or related technical field.
· Minimum 10 years of progressive experience in data management, analytics, or information technology.
· At least 5 years in senior roles with responsibility for enterprise data strategy.
· Demonstrated experience leading large-scale digital transformation initiatives.
Preferred:
· Master's degree in Computer Science, Data Science, Information Systems, Statistics, or related technical field.
· Experience with Informatica
CERTIFICATIONS
Professional certifications in relevant areas such as:
· Cloud platforms (AWS, Azure)
· Data management (DAMA, CDMP)
· Information security (CISSP, CISM)
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
· Master data, metadata, reference data, cloud-based data warehousing, and modern business intelligence principles and processes, including technical architecture.
· Enterprise information management processes and methodologies, including cloud-native solutions and API-first design.

· Modern data architectures including microservices, DevOps practices, and agile development methodologies.
