Serves as a strategic technical leader responsible for defining architecture, guiding engineering teams, and ensuring delivery of scalable, secure, and maintainable software systems across the County. Shapes technology direction, establishes engineering standards, and partners with leadership to drive modernization, cross-platform integration, and digital transformation. Fosters a culture of innovation, technical excellence, and public value in service of the County’s mission. Directs engineering delivery across multiple product or platform teams, ensuring high-quality outcomes. Guides end-to-end development of scalable, accessible, and mission-critical applications. Ensures alignment between service delivery, user needs, and business goals. Oversees release planning, system transitions, and post-launch support readiness. Monitors platform performance and proactively addresses service degradation or incidents. Ensures software adheres to County compliance, privacy, and security standards. Implements frameworks for issue tracking, root cause analysis, and incident response. Supports modernization and cloud migration efforts aligned with County IT strategy. Establishes engineering best practices for code quality, performance, and sustainability. Leads operational planning and resource allocation for engineering initiatives. Collaborates with DevOps and infrastructure teams to ensure CI/CD, observability, and resilience. Manages vendor development teams, third-party integrations, and SLA enforcement. Coordinates backlog management, capacity planning, and sprint oversight across squads. Supports budget estimates, scope refinement, and project milestone tracking. Ensures operational supportability of platforms through documentation and tooling. Aligns engineering operations with agile portfolio management and service management frameworks. Sets the technical vision and architectural patterns for enterprise systems and digital products. Collaborates with solution and enterprise architects to align with County-wide architectural direction. Leads architectural planning, prototyping, and platform modernization design. Evaluates and selects tools, frameworks, and technical stacks that promote scalability and reuse. Oversees design and governance for APIs, data integrations, and service interoperability. Ensures software solutions support modularity, cloud readiness, and platform extensibility. Promotes accessible design, digital inclusion, and equitable service architecture. Provides architectural guidance on legacy system replacement, rebuilds, or refactors efforts. Champions test automation, codes review, and defects prevention as core quality practices. Defines metrics and dashboards for monitoring code quality, platform stability, and technical debt. Leads retrospectives focused on identifying root causes and continuous delivery improvement. Promotes a DevSecOps culture focused on proactive risk reduction and compliance. Guides teams in writing secure, performant, and standards-compliant code. Establishes release-readiness gates and validation criteria for software deployments. Builds internal reusable libraries, APIs, and components to promote standardization. Fosters a learning culture around new technologies, frameworks, and engineering patterns. Provides technical leadership, mentorship, and coaching to engineers and architects. Supports hiring, onboarding, and workforce development strategies. Fosters an inclusive, collaborative culture that values technical excellence and public impact. Promotes individual growth through feedback, career pathing, and development planning. Leads cross-functional technical teams across multiple departments or platforms. Manages technical leads, establishes clear roles and responsibilities, and sets performance expectations. Champions knowledge sharing through communities of practice, demos, and technical documentation. Supports succession planning and leadership development across engineering roles. Acts as a technical advisor to County executives, department leaders, and product teams. Translates complex technical architecture into outcomes for policy, operations, and service delivery. Collaborates with cybersecurity, procurement, legal, and compliance stakeholders. Represents engineering in executive steering committees, governance forums, and public meetings. Leads vendor evaluations, technical due diligence, and solution assessments. Facilitates communication across departments for shared platform development. Provides strategic input on technology investments and innovation initiatives. Aligns engineering outcomes with the County’s mission, equity goals, and digital strategy. Performs other duties as assigned. Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Computer Science, Software Engineering, or a related field (Master’s preferred). Six (6) years of experience in software engineering with two (2) years in a technical leadership role. Certifications (Preferred): • Microsoft Certified: Azure Solutions Architect, AWS Certified Solutions Architect, or Google Professional Cloud Architect • Certified Scrum Developer (CSD) or SAFe Agilist Certification • Security certifications such as CISSP, CEH, or similar Special Requirements/Knowledge, Skills & Abilities: • Skill in problem-solving, debugging, and performance optimization skills • Knowledge of microservices architecture and API development • Ability to lead and influence technical decision-making across multiple teams • Knowledge of verbal and written communication skills, including technical documentation • Ability to manage multiple priorities in a fast-paced environment • Knowledge of IT governance, compliance, and security frameworks • Skill in designing scalable cloud-based solutions • Skill in leadership in fostering collaboration across departments • Skill in leading the architecture and delivery of enterprise or public-facing systems • Skill in modern application architecture, cloud-native design, and DevOps practices • Skill in leadership, facilitation, and cross-functional communication • Ability to align technical delivery with business strategy and public service outcomes • Skill in programming languages such as .Net, Typescript, Java, Python, C#, JavaScript, or equivalent • Skill in SQL and NoSQL databases • Knowledge of cloud platforms (AWS, Azure, Google Cloud) • Skill in DevOps, CI/CD pipelines, and container orchestration (Docker, Kubernetes) • Skill in leading technical teams and mentoring engineers • Skill in enterprise software development and system integration • Ability to work in a fast-paced, evolving technology environment Must possess a valid Texas Driver’s License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Individuals must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.” Physical/Environmental Requirements: Occasional travel to County sites, vendor meetings, conferences, and industry events.
