Lead, Information Systems Security Manager (ISSM)

The Lead, Information Systems Security functionally manages the process to protect RAND’s classified information.  The Lead, Information Systems Security’s primary function is to lead on the implementation of all classified security policy, procedures and security requirements as required by delegated US Government customers.  The Lead, Information Systems Security interprets, outlines and enforces classified security policies and 760 procedures and assures staff compliance with applicable government regulations.  This position serves as the subject matter expert for classified systems security processing within the respective RAND site.  The onsite Lead, Information Systems Security is required to have excellent leadership skills and be able to organize and task a small team with assistance from Corporate Security management.  This position reports directly to the Manager, Accreditation Services and Corporate ISSM.

Job Duties:

  • Performs the Lead role for RAND’s classified network, TS/SCI, and SAP/SAR activities, as well as performs oversight administration of classified systems activities. 
    • Supports the FSO as related to classified processing for maintaining secure facility accreditations and joint and co-use agreements with applicable government agencies.
    • Writes, coordinates, and conducts classified systems security education briefings (SAP, SCI and CLAN) and the User Acknowledgment statement as required.   
    • Supports the Manager, Accreditation Services and Corporate ISSM in maintaining detailed records of security department functions and activities for monthly reports to RAND management with regard to classified systems; conducts classified security investigations as required by the Manager, Accreditation Services and Corporate ISSM. 
  • Performs computer systems security activities, implementing security controls for RAND systems processing classified information including initial approval, re-approval, decertification and audits. 
  • Performs Team Lead duties as follows: 

Project Management

  • Organizes and monitors project timelines to ensure the team achieves milestones and delivers results efficiently.

Task Coordination

  • Oversees tasking and customer service matters for ISSMs and ISSOs in the Santa Monica office.
  • Delegates assignments, assigns responsibilities, and ensures timely completion of tasks.
  • Maintains continuous communication with Security management to align priorities and expectations.

Team Member Development

  • Provides constructive feedback and guidance to foster professional growth and development among team members.

Stakeholder Communication

  • Facilitates clear and effective communication between team members and key stakeholders to ensure alignment and collaboration.
  • Partners with the Intelligence Agency community components on inspections, reviews, investigations, and other reportable issues; coordinates with the collateral community on inspections, reviews, investigations, and other reportable issues.  

Qualifications:

In-depth knowledge of Industrial Security and the regulations associated with classified programs, NISPOM, DAAPM, ICD's, JSIG and NIST 800 Series documents and applicable government security regulation experience in classified security government programs. Must be familiar with Systems and accreditation processes with multiple government agencies.

Established relationships and a positive reputation with industrial and government security counterparts along with internal customers.

An understanding of principles and methods used in developing, establishing, and maintaining, a local, state and federal government compliant program in classified security.

Thorough knowledge of information security systems and the classified network.

Currently maintains a DoD 8140 (Cyber Workforce) IAM level 2 certification (CISM, or CISSP).

Proficient in MS Office Applications with Cybersecurity tools.

Excellent written and verbal communication and leadership skills.

Experience: Minimum 9 years' experience in classified systems security required with a BA/BS degree. In lieu of a BA/BS degree, at least 13 years of experience in classified systems security required.

Education: Minimum High School Diploma or GED; BA/BS preferred.

Security Clearance:

Must meet eligibility requirements for access to U.S. government classified information.

Location:  Santa Monica Headquarters Office

Salary Range: $120,900 - $184,500

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
