Job Summary 

The PKI Financial Manager will support the Air Force Public Key Infrastructure (AF PKI) Program by preparing and delivering monthly Financial Management Execution Reports (FMERs) to ensure accurate tracking and reporting of contract funding. This role involves analyzing the financial status of the overall contract and individual Contract Line Item Numbers (CLINs), including ceilings, expenditures, and estimates at completion, while identifying adjustments to stay within budget. The specialist will also manage and project Other Direct Costs (ODCs), requiring a detail-oriented professional with strong financial analysis skills and experience in contract management within a Department of the Air Force (DAF) context. 

Job Duties 

FMER Delivery: Deliver a Financial Management Execution Report (FMER) by the 10th business day of each month, covering all tasks under the contract, detailing the funding status for the overall contract and each CLIN, including ceilings, current expenditures, estimates at completion, and any necessary adjustments to remain within funding ceilings. 

ODC Management: Include an itemized list of all Other Direct Costs (ODCs) in the FMER, along with projections for future ODC requirements, ensuring comprehensive financial oversight and planning. 

Required Qualifications 

Financial Reporting: Proven experience preparing and delivering detailed financial reports, preferably for government contracts, with a focus on funding status and projections. 

Contract Management: Familiarity with managing and analyzing contract finances, including CLINs, ceilings, expenditures, and estimates at completion. 

Analytical Skills: Strong ability to assess financial data, identify adjustments to stay within budget, and project future costs (e.g., ODCs). 

Time Management: Capability to meet strict deadlines, delivering accurate FMERs by the 10th business day of each month. 

Security Clearance: Must possess or be eligible to obtain and maintain a minimum Secret clearance, with all employees cleared to at least Secret by the contract start date of June 1, 2025. 

Location: Ability to work in San Antonio, TX, with potential on-site support at the Government-leased facility as needed for financial coordination. 

Education: Bachelor’s degree in related field. 

Preferred Qualifications 

DAF Contract Experience: Prior experience managing finances for DAF or DoD contracts, particularly those involving PKI or cybersecurity programs. 

Certifications: Relevant certifications such as Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM), or Project Management Professional (PMP). 

ODC Expertise: Background in tracking and projecting Other Direct Costs within a contract framework, ensuring accurate budgeting. 

Technical Tools: Proficiency with financial management software or tools (e.g., Microsoft Excel, cost tracking systems) used for reporting and analysis. 

Attention to Detail: Exceptional skills in producing precise, itemized financial reports that meet Government standards and deadlines.
