Job Summary 

The PKI Strategy Manager will support the Air Force Public Key Infrastructure (AF PKI) Program by providing expert input into the Government’s strategic planning efforts to enhance and evolve PKI within the Department of the Air Force (DAF) over a 5-year horizon. This role focuses on improving PKI performance and efficiency through assessing the current state, setting measurable goals, developing actionable approaches, monitoring progress, and mitigating risks. The analyst will collaborate with the Government and contract stakeholders to shape the future of PKI. This position requires a forward-thinking professional with strong analytical skills and deep knowledge of PKI systems in a DoD context. 

Job Duties 

  • Strategic Planning Support: Assist the Government in strategic planning to enhance and evolve PKI within the DAF over the next 5 years, emphasizing performance and efficiency improvements. 
  • Current State Assessment: Assess the current state of PKI in the DAF, conducting a Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis to provide a comprehensive baseline for planning. 
  • Goal Development: Develop specific, measurable goals for improving PKI performance and efficiency, including a timeline for achievement, to guide long-term strategy. 
  • Implementation Approach: Create an approach to achieve strategic goals, detailing required technologies, processes, and resources to ensure successful execution. 
  • Progress Monitoring: Plan methods for monitoring progress toward PKI goals, establishing metrics and checkpoints to track advancements. 
  • Risk Management: Assess potential risks to the strategic plan and develop mitigation strategies to address challenges and ensure plan resilience. 

Required Qualifications 

  • Strategic Planning: Experience in supporting or developing long-term strategic plans, preferably within a technical or cybersecurity domain. 
  • PKI Expertise: Strong understanding of PKI systems, their application in DoD or DAF environments, and factors affecting performance and efficiency. 
  • Analytical Skills: Proficiency in conducting assessments (e.g., SWOT analysis) and translating findings into actionable goals and strategies. 
  • Risk Management: Ability to identify risks and develop effective mitigation strategies in a technical planning context. 
  • Communication: Capability to articulate complex concepts and recommendations clearly to Government stakeholders. 
  • Security Clearance: Must possess or be eligible to obtain and maintain a minimum Secret clearance, with all employees cleared to at least Secret by the contract start date of June 1, 2025. 
  • Location: Ability to work in San Antonio, TX, with potential on-site support at the Government-leased facility as needed for planning collaboration. 

Education: Bachelor’s degree in related field. 

Preferred Qualifications 

  • DAF PKI Experience: Prior experience with DAF PKI systems or strategic planning within a DoD environment, enhancing relevance of insights. 
  • Certifications: Relevant certifications such as CompTIA Security+, CISSP, Certified Information Security Manager (CISM), or DoD 8570/8140-approved Information Assurance certifications (e.g., IAT Level II or higher). 
  • Technical Strategy: Background in defining technology-driven strategies, including resource and process requirements, for cybersecurity initiatives. 
  • Project Management: Familiarity with setting measurable goals, timelines, and monitoring progress in a strategic or technical context (e.g., PMP certification). 
  • Documentation Skills: Strong ability to produce detailed reports and plans, aligning with Government standards for review and approval.
