**Position Overview**
The Department of Homeland Security (DHS) seeks an experienced Senior Systems Engineer to lead technical architecture, integration, and modernization efforts for the Business Resource Integration Dashboard for Government Efficiency (BRIDGE) initiative. This senior role will drive the transformation of siloed legacy systems into an integrated, AI-enabled platform that enhances data-driven decision-making across DHS's Management Directorate. The ideal candidate will possess deep expertise in enterprise systems design, cloud architectures, and federal compliance frameworks while demonstrating leadership in cross-functional IT modernization projects.

**Key Responsibilities**

**1. Enterprise Systems Architecture & Integration**
- Design and implement the technical architecture for BRIDGE, ensuring seamless integration of disparate financial, HR, procurement, and operational systems.
- Develop and execute a modernization roadmap to transition legacy systems to cloud-native, AI-powered platforms.
- Engineer robust ETL pipelines, APIs, and microservices to enable real-time data aggregation and analytics.
- Oversee system interoperability across DHS components while maintaining strict data governance.

**2. Technical Leadership & Innovation**
- Serve as the technical authority on systems engineering decisions for the BRIDGE program.
- Evaluate and integrate emerging technologies (AI/ML, RPA, predictive analytics) to automate manual processes.
- Lead cross-functional teams in Agile development of scalable solutions aligned with DHS mission objectives.
- Establish engineering best practices for CI/CD, infrastructure-as-code, and DevSecOps pipelines.

**3. Compliance & Risk Management**
- Ensure all systems comply with **NIST SP 800-53, FISMA, FedRAMP, FIPS 140-2, and DHS Directive 4300A**.
- Conduct architecture reviews and control assessments to mitigate cybersecurity risks.
- Document technical designs, security controls, and Authority to Operate (ATO) packages.

**4. Functional Area Support**
- **Asset Management:** Design IoT-enabled asset tracking systems with automated compliance reporting.
- **Finance/Budget:** Architect real-time financial data lakes with embedded A-123 controls.
- **Human Capital:** Develop identity-managed HR analytics platforms with PII protections.
- **Cybersecurity:** Implement zero-trust architectures for integrated systems.

Requirements

Education: Bachelor’s degree in Computer Engineering, Systems Engineering, or related field (Master’s preferred).
- Experience:
- 3+ years designing/implementing **large-scale federal enterprise systems**.
- 2+ years leading **cloud migrations (AWS GovCloud/Azure Government)**.
- Proven track record in **legacy system modernization** and API-centric architectures.
- Expertise in **Python, Java, Terraform, Kubernetes, and enterprise data platforms**.
- Certifications: One or more of **CISSP-ISSAP, AWS/Azure Solutions Architect, TOGAF, or INCOSE CSEP**.
