NexGen Data Systems is seeking an exceptional Infrastructure Application and Database Subject Matter Expert (SME) to serve as a Lead. This senior-level position requires an expert who can provide technical leadership on executive-level project teams while solving exceptionally complex problems related to Oracle enterprise infrastructure and applications. The successful candidate will demonstrate innovative problem-solving capabilities and serve as the technical authority for critical Oracle-based systems supporting large-scale federal operations.
Roles & Responsibilities:
- Provide expert-level support, analysis, and research for exceptionally complex infrastructure and database problems.
- Serve as technical expert on executive-level project teams, providing strategic technical direction, interpretation, and innovative alternatives.
- Apply advanced technical principles, theories, and concepts to solve highly complex technical challenges.
- Contribute to the development of new principles, concepts, and solutions that are highly innovative and ingenious.
- Think independently and provide solutions for unusually complex technical problems.
- Lead Design and Operational technical teams supporting enterprise Oracle Fusion Middleware platforms with over 300,000 users.
- Provide subject matter expert level knowledge to assist program managers with application project planning through implementation.
- Administer and troubleshoot Oracle EBS Financial ERP systems supporting approximately 300 enterprise applications.
- Manage Oracle Database environments with advanced configuration and optimization (50-200+ database instances).
- Implement and maintain Service Oriented Architecture (SOA) solutions.
- Configure and troubleshoot Single Sign-On (SSO) and Oracle Access Manager (OAM) systems.
- Administer Oracle Identity Manager (OIM) for enterprise identity management.
- Manage Oracle Business Intelligence Suite Enterprise Edition (OBIEE) implementations.
- Support Hyperion financial management systems.
- Implement and maintain Enterprise Data Quality (EDQ) software solutions.
- Administer Oracle User Productivity Kit (UPK) for training and documentation.
- Manage Oracle Governance, Risk, and Compliance tools.
- Perform complex system cloning operations.
- Support Oracle Fusion Middleware components (WebLogic Server, Oracle HTTP Server, Web Cache) in cloud and on-premise environments.
- Manage Oracle APEX and Oracle RESTful Data Services.
- Implement and manage Oracle Real Application Cluster (RAC) environments.
- Configure and maintain Activ.
- Update and maintain Security Technical Implementation Guides (STIGs).
- Ensure all Information Assurance and STIG requirements are applied as directed.
- Research new security threats and maintain security standards on all application servers.
- Collaborate with Risk Management Framework (RMF)/IA/Cyber audits and investigations.
- Monitor systems and remediate Cyber Emergency Response Team (CERT) tasking.
- Submit, track, and process environment Change Requests (CRs) for CERT tasking and STIG findings.
- Develop and implement application security guides and checklists.
- Track security violations and provide monthly security compliance reporting.
- Maintain familiarity with DOD Security Technical Implementation Guidelines for Windows, IIS, ColdFusion, Apache Tomcat, ASP.NET.
- Lead and manage Design and Operational technical teams supporting enterprise Oracle Fusion Middleware platforms.
- Provide technical mentorship and guidance to team members.
- Coordinate complex technical projects across multiple teams and stakeholders.
- Produce high-quality technical writing and documentation.
- Ensure all reports and deliverables are completed with exceptional timeliness and quality.
- Demonstrate exceptional written and oral communication skills.
- Present technical solutions and recommendations to executive-level stakeholders.
- Maintain strong command of the English language in all professional communications.
- Create and maintain technical documentation using System Engineering Lifecycle (SELC) format.
- Develop Standard Operating Procedures (SOPs) and knowledge articles.
- Maintain documentation library on SharePoint for all recurring tasks and processes.
- Provide daily technical status reports and weekly activity summaries.
- Act as technical liaison between development, project management, and operations teams .

Requirements
Desired/Required Skills:
- Active Department of Defense security clearance level of Secret SSBI or Top Secret required.
- DoD Approved 8570 / 8140 IAM Level III Certification.
- Advanced Oracle certifications (OCP, OCM) required.
- Project Management Professional (PMP) or equivalent certification.
- Minimum 10 years of relevant experience in Oracle enterprise systems.
- Proven experience supporting DoD or Federal Oracle shared service providers.
- Direct experience with Oracle EBS R12.2 platform or higher versions.
- Leadership experience managing Design and Operational technical teams.
- Enterprise-scale experience supporting Oracle Fusion Middleware platforms with over 300,000 users in production environments.
- Expert-level knowledge of Oracle EBS Financial ERP systems (R12.2 or higher).
- Advanced Oracle Database administration and optimization.
- Proficiency with Oracle Fusion Middleware suite (12c and above).
- Experience with Service Oriented Architecture (SOA) implementation.
- Knowledge of Oracle Access Manager (OAM) and Single Sign-On (SSO) systems.
- Oracle Identity Manager (OIM) administration.
- Oracle Business Intelligence Suite Enterprise Edition (OBIEE) expertise.
- Hyperion financial systems experience.
- Enterprise Data Quality (EDQ) software proficiency.
- Oracle User Productivity Kit (UPK) administration.
- Oracle Governance, Risk, and Compliance tools experience.
- Advanced knowledge of Oracle RAC, Active DataGuard, and GoldenGate.
- Database performance tuning and optimization expertise.
- Oracle APEX and Oracle RESTful Data Services administration.
- Web server administration (IIS 8.x+, Apache Tomcat, ColdFusion).
- Database technologies: Oracle, DB2, Microsoft SQL Server.
- Operating systems: Windows Server 2012+, UNIX, Linux (RedHat Enterprise).
- Cloud platforms: Oracle Cloud Infrastructure (OCI), Azure Cloud.
- Programming/scripting: SQL, .NET, Java, Perl, PowerShell.
- Monitoring tools: Oracle Enterprise Manager 12c/13c, Cloud Control.
- Security tools: STIG implementation, vulnerability scanning, CERT response.
- Exceptional written and oral communication abilities.
- Strong command of the English language.
- Proven ability to work independently and think critically.
- Leadership experience with technical teams.
- Executive-level presentation and consultation skills.
- Federal contracting experience.
- Experience with Oracle Cloud technologies.
- Experience with Agile/DevOps methodologies.
- Knowledge of federal compliance requirements (FedRAMP, FISMA, etc.).
