JOB SUMMARY
Works within the vision, mission, and philosophy of the agency. This position requires an individual with a strong technical background, as well as an ability to work across all programs and departments to align priorities and plans with key business objectives. The Director provides strategic direction for the organization’s technical infrastructure and security (including cloud, hardware, software, servers, databases, storage solutions, networks, audiovisual equipment, or physical facilities) in support of critical agency business needs. The Director of IT Infrastructure and Security will provide architectural, implementation and operational support in the IT infrastructure environment. Responsible for research, architecture, design, installation, integration, support, and optimization on a wide variety of technologies as a part of the information technology infrastructure and application environment. Designs and implements high performing, highly available systems to meet the organization’s requirements. Leads in design/architecture and implementation of Microsoft Server infrastructure, storage infrastructure, Virtual Server infrastructure and Cloud infrastructure. This position is responsible for building and implementing the Backup and Recovery Solutions leveraging Cloud technologies. Participates and often leads work on new project installations, system/infrastructure upgrades and system/infrastructure performance management. Solves complex problems, given the limitations of resource, process and technology.
RESPONSIBILITIES AND DUTIES
- Provides leadership, motivation, coaching, professional development and day-to-day support to foster an engaged work environment with a focus on customer service.
- Provides technical leadership in designing, installing, configuring, and implementing of new technologies.
- Oversees the selection, development, deployment, monitoring, maintenance, and enhancement of the Agency’s technology infrastructure.
- Assists staff in developing methods and processes to improve the effectiveness, efficiency and security of the network services, desktop support and user support functions.
- Stays current in technology trends and proactively provides technology recommendations.
- Establishes service level agreements and monitors progress toward key service delivery performance indicators (KPI’s) or metrics.
- Manages the development and delivery of IT standards, best practices, architecture and systems to ensure information system security across the agency.
- Participates in routine management and maintenance of Server and Storage infrastructure, including troubleshooting and analysis of data communications equipment, hardware, network operating systems, and related business software and applications.
- Provides backup design and administration to all data servers. This includes using Microsoft Azure.
- Designs and implementation of Cloud based data and infrastructure backup for DR purposes.
- Performs scheduled maintenance to all Windows servers and Storage equipment. This includes Service Pack and software updates.
- Leads design and implementation of server hardware and support for Network equipment including, but not limited to firewalls, routers, servers, and security devices.
- Oversees the security of the entire infrastructure and supervises all Information Security personnel.
- Manages and participates in the planning and implementation of security standards, practices and procedures to ensure system security and legal compliance.
- Manages vendor relationships ensuring that service levels and vendor obligations are met.
- Documents the design and configuration of Server and Data Storage infrastructures.
- Oversees disaster recovery, business continuity planning, and risk mitigation strategies across all systems and locations.
- Develop and maintain multiple project plans; define scope and objectives for technology initiatives.
- Perform IT risk assessments, audits, and security incident investigations
- Perform detailed analysis of the IT Security requirements and current state.
- Uses methods and tools to conduct vulnerability assessments, testing internal and external network perimeters for accessibility.
- Works with internal and external auditors to ensure compliance with adopted IT policy and procedures, and legislation related to data privacy or security provisions in safeguarding specific information.
- Security technology acumen and experience including but not limited to: firewall, intrusion detection, cyber-attack tools and defenses, encryption, certificate authority, web filtering, anti-malware, anti-phishing, identity and access management, multi factor authentication.
- Supervises employees and performs supervisor responsibilities in accordance with the Clinics’ policies, procedures and practices.
- Responsibilities include interviewing and training employees, planning, assigning, directing and appraising performance.
- Interacts with other internal programs, clinical/support staff and external sources such as school or community personnel as applicable.
- Communicates effectively in a culturally competent and diverse consumer population and promotes favorable interaction with managers, co-workers and others.
- Performs other duties as assigned.
- Position works as part of a multidisciplinary team and interacts with all levels of organizational staff and management; outside auditors and/or Agency vendors.
JOB SPECIFIC COMPETENCIES

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE
- Bachelor's (BA/BS) in Information Technology, Computer Science, Cybersecurity, or related field or (8) or more years of relevant experience required if no bachelor’s degree plus;
- Minimum eight (8) years of experience working with and maintaining systems and processes to support multi-server, multi campus and Azure environment.
- Strong skills and experience using SAN technologies, VMware, network operating, backup applications, electronic mail communications (e.g., Microsoft Office 365).
- Heavy system administration and design and project base work supporting Enterprise Windows server environments. Including SAN/Storage, NAS/Storage, Server, Virtualization, etc.
- Experience in controlling information technology budget.
- Experience in analysis, implementation and evaluation of IT systems and their specifications.
- Outstanding communication abilities Desired/Preferred Qualifications.
- Experience in managing comprehensive enterprise-wide information security and IT risk management programs for an institution of higher education.
- CISSP, CISM, CISA, GIAC, or other security certification/accreditation strongly preferred.
- Participation in local and national information security working/interest groups a plus.
- Experience with colocated data centers, working with colocation facilities and vendors, etc.
- Deep knowledge of information security policies, procedures, and practices.
- Technical Leadership and systems design/architecture. The ability to work in a collaborative team environment where conflicting goals may create friction.
- Must be able to demonstrate the ability to do problem solving.
- Excellent verbal and written communication skills.
- Must be able to work independently and prioritize projects.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- The ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
