Summary & Objective
The System Access Control Manager is a central figure in ensuring that all users in the organization have the appropriate access to computer systems, data, and applications while maintaining robust security measures. This role orchestrates access control across digital platforms, collaborates with clinical, marketing, and IT teams, and manages the physical and digital assets including the ID card system and IT inventory. The ideal candidate is a proactive communicator, adept at navigating multiple cross-functional relationships and ensuring seamless, secure access throughout the enterprise.
Essential Functions
- Oversee and manage access to all company applications, computer systems, and data repositories.
- Administer security groups and enforce access control policies, ensuring that permissions are aligned with job functions and compliance requirements.
- Conduct periodic access audits, reviews, and updates to mitigate security risks and ensure continuous compliance.
- Provide hands-on technical assistance to users regarding the applications they are assigned, troubleshooting issues and offering training to improve usability and productivity.
- Serve as a knowledgeable resource on system access policies and application functionalities, ensuring users understand best practices and procedural guidelines.
- Troubleshoot application-related issues and coordinate with the technical team to resolve complex problems efficiently.
- Partner with informatics nurses to develop and refine access management protocols for clinical applications, ensuring that healthcare staff receive the appropriate access while maintaining patient data security.
- Assist in implementing best practices that balance the need for immediate data access with stringent compliance measures (e.g., HIPAA).
- Work with the marketing and management teams to manage and control company-wide distribution lists, ensuring the integrity and accuracy of communications.
- Collaborate with the IT team in conjunction with other departments to manage the distribution of new equipment and ensure that the necessary access permissions are in place for the assigned devices.
- Collaborate with facilities management to integrate the physical access control systems with the broader security framework, ensuring all policies are adhered to.
- Manage the organization’s ID card system across all facilities, ensuring a secure and efficient process.
- Oversee the procurement, distribution, and ongoing maintenance of RFID cards, ribbons, and related materials.
- Prepare clear and concise reports on access control audits, IT inventory status, and compliance metrics for senior management.
- Collaborate with cybersecurity, facilities, and procurement teams to ensure a cohesive security and operational strategy.
- Assist in vulnerability assessments and risk management initiatives by providing access control logs and IT asset data.

Other Duties
- Supports and upholds the Catholic Health Services mission, vision and values, as well as the principles of the CHS Corporate Compliance Program and Code of Conduct
- Pursue special assignments as instructed by Vice President of IT.
- Assist in any way possible during emergencies.
- May require occasional travel between facilities to oversee the physical implementation and maintenance of the equipment as needed.
- Expected to engage with both technical teams and end-users, ensuring a smooth transition between digital security measures and physical access protocols.
- Maintain required mandatory skill updates.
- Comply with all policies, local, state and federal laws and regulations.
- Perform other duties as assigned.
Supervisory Responsibility
- May serve as an interim department leader depending on need
Physical Requirements
- Must be able to lift and/or move up to 50 pounds and push/pull up to 250+ pounds, walk, climb stair or ladders, stand on feet for extended periods of time, etc.

Requirements
Knowledge & Experience Requirements
- Bachelor's degree in Computer Science, Information Technology, Cybersecurity, or a related field is preferred; however, candidates with equivalent professional experience will also be considered.
- A minimum of 3-5 years of experience in IT security, access control management, or IT asset management preferred.
- Proficiency in access control systems and identity management frameworks.
- Familiarity with IT inventory tools and asset management software (e.g., ServiceNow, IBM Maximo, or similar platforms).
- Experience with IT asset and inventory management tools is essential, coupled with basic familiarity with RFID systems and physical access management.

- Detail-oriented with a methodical approach to managing both digital and physical inventory systems.
- Ability to balance technical responsibilities with proactive user support in a dynamic organizational environment.
- Must be able to read, write and understand the English language.
