Job Description:

The Assistant Director of Technology supports the Director of Technology in leading, managing, and advancing the City of Gainesville’s information technology initiatives. This position provides strategic coordination, operational oversight, and staff leadership to ensure secure, efficient, and future-ready IT services across the organization. The Assistant Director serves as the second-in-command and may act on behalf of the Director during absences.

SUMMARY

The Assistant Technology Director supports the Technology Director in leading, managing, and advancing the City of Gainesville’s information technology initiatives. This position provides strategic coordination, operational oversight, and staff leadership to ensure secure, efficient, and future-ready IT services across the organization. The Assistant Director serves as the second-in-command and may act on behalf of the Director during absences.

ESSENTIAL JOB FUNCTIONS

Assists the Director in developing and executing the City’s strategic IT vision, with a focus on innovation, modernization, and digital transformation.

Supports the planning and execution of efforts to insource technology infrastructure, cybersecurity, applications, and IT service delivery.

Supports the leadership and management of technology programs, personnel, and resources to ensure effective service delivery and alignment with organizational goals.

Manages the daily operations of the Technology Department, ensuring adherence to established service levels and compliance with ITILĀ® and other industry best practices.

Oversees enterprise-level projects and programs, including infrastructure upgrades, system implementations, and security enhancements.

Facilitates internal stakeholder engagement to align business needs with technology solutions and evaluates performance metrics to ensure continuous improvement.

Collaborates with city departments to coordinate cross-functional technology service delivery, including infrastructure, network and application support.

Leads specific enterprise-level IT initiatives, including application modernization, digital services, and IT service management improvements (e.g., ITIL-based frameworks).

Develops, implements, and enforces IT policies and procedures aligned with organizational goals, security protocols, and regulatory requirements.

Leads departmental performance measurement, continuous improvement efforts, and initiatives to enhance customer experience

Prepares operational reports, dashboards, and briefings for the Director and other stakeholders to support data-driven decision-making.

Provides coaching, mentoring, and development opportunities to IT staff to build technical proficiency, business acumen, and leadership capabilities

Coordinates vendor management and contract administration for technology services and software procurement.

Contributes to departmental budget planning, financial analysis, and resource allocation.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited college or university in computer science, management information systems, business administration, or a related field.

Eight (8) years of progressively responsible experience in IT operations, infrastructure, or enterprise systems, including three (3) years of supervisory or team leadership experience.

A Master’s degree may substitute for one (1) year of non-supervisory experience.

Experience in a municipal or government environment is preferred.

DESIRED QUALIFICATIONS

Certified Cisco Network Professional (CCNP)

VMware Certified Professional (VCP)

Microsoft Certified: Azure Administrator Associate

ITILĀ® Foundation Certification

Project Management Professional (PMP)

Six Sigma or Business Process Management (BPM)

Certified Information Systems Security Professional (CISSP)

KNOWLEDGE, SKILLS AND ABILITIES

Comprehensive knowledge of enterprise IT management, including infrastructure, networking, Active Directory (AD), Microsoft 365, cybersecurity, IT Service Management (ITSM), application development, and support.

Knowledge and experience with IT and cyber security standards and frameworks such as NIST, CIS, ISO, ITIL and COBIT

Ability to monitor emerging technologies and strategically apply them to municipal operations.

Ability to develop and manage programs and long-term plans

Demonstrated ability to lead complex, cross-functional projects and initiatives.

Strong skills in staff development, coaching, and performance management.

Ability to build strong partnerships with internal departments, external agencies, and technology vendors.

Ability to analyze problems, devise solutions, and manage change in a dynamic environment.

Knowledge of data privacy laws, cybersecurity regulations, and digital services best practices.

Familiarity with municipal government operations and public sector IT requirements.

Working knowledge of public budgeting principles and financial oversight.

Ability to promote and foster exceptional customer service within IT and throughout General Government.

Excellent written and verbal communication skills

Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
