Overview

FTI is looking for an Advisory Cyber Analyst to join our team. This individual will serve as a Lead Cyber Analyst for cyber survivability test planning and support OPTEVFOR 01D oversight for cyber survivability test planning to ensure overall test adequacy. The team member will perform his or her duties under the supervision of the OPTEVFOR 01D operations officer and ensure warfare division cyber survivability test planning follows the established OT&E policies, processes, and templates. This position supports development and maintenance of cyber survivability test planning templates, documents, and training courses as well as instruct the courses. You will be expected to support the operations officer in various Operational Test and Evaluation (OT&E) working groups, technical exchanges and meetings. The team member will review cyber test requirements for each system under test and research and coordinate with other DoD organizations, academia, private sector and defense contractors on cyber capabilities and tools to meet the test requirements. The individual will make recommendations to the Government on the test approach and capabilities to meet the requirements. 

Responsibilities

  • Serve as a OPTEVFOR 01D Lead Cyber Analyst supporting cyber survivability policy and process oversight to warfare divisions, and becoming proficient in, and following OPTEVFOR cyber T&E concept of operations, SOPs, policies, and guidance.
  • Support sustainment and updating of OPTEVFOR to conduct and instruct Cyber Survivability Test Planning course.
  • Attend OPTEVFOR required meetings in support of OT&E.
  • Inform 01D Future Operations Officer of any challenges and issues in a timely manner for resolution
  • Maintain and participate in the development of 01D SOPs and OPTEVFOR Cyber test planning documents to include participation in and support of the CCB process.
  • Pre-Test Planning
    • Support the Future Operations Officer to determine overall test strategy and level of cyber OT&E for acquisition programs.
    • Support the Future Operations Officer in reviewing Test and Evaluation Master Plan (TEMP) (or other types of OT&E resourcing documents), Integrated Evaluation Framework (IEF), test plan or other test planning related documents to ensure adequate test strategies are established within OPTEVFOR policies and guidelines to include adjudication of related comments from stakeholders.
    • Support program specific T&E Integrated Product Team (IPT), cyber table tops and other internal or external events as assigned and non-program specific T&E IPTs, technical exchange meetings, and other briefs and meetings as required.
  • Test Planning
    • Develop cyber survivability test plans following OPTEVFOR Cyber OT&E procedures and templates and with minimal administrative errors.
    • Coordinate with the warfare divisions and red team operators to ensure defined test objectives are comprehensive and executable, data collection requirements are adequately defined, cyber test capabilities are identified, resourced, and integrated prior to the test plan being signed.
    • Attend test planning visits in support of cyber OT&E planning

Education/Qualifications

  • Must be a U.S. Citizen and posess an active DoD secret clearance with the ability to obtain a TS/SCI. (TS/SCI preferred).
  • Bachelor’s degree in computer science, cybersecurity, electrical/computer engineering or related fields
  • 6+ years’ experience with software/systems engineering, network engineering, cyber defense operations.
  • Experience analyzing system/network architecture for vulnerabilities and mitigations
  • Minimum 5 years of experience with managing concurrent projects
  • Minimum 5 years of experience briefing senior level leadership
  • Minimum 5 years of experience in technical writing
  • Minimum 5 years of experience in Microsoft Office programs
