Program Manager

Job Description

NetImpact Strategies is seeking a Program Manager to lead a multi-disciplinary team supporting a federal agency. This role provides strategic oversight across IT operations, cybersecurity compliance, cloud modernization, application development, and administrative support. The ideal candidate will bring deep experience in federal program delivery, stakeholder engagement, and team leadership. 

Key Responsibilities 

• Provide overall program leadership, coordination, and performance oversight 

• Serve as the primary point of contact for government stakeholders 

• Manage cross-functional teams across security, systems, cloud, DevOps, and administration 

• Oversee delivery in areas including FISMA compliance, health informatics, application security, and ITSM tool support 

• Develop and maintain the Program Management Plan (PMP) 

• Track milestones, deliverables, risks, issues, budgets, and staffing 

• Ensure compliance with federal security and accessibility standards (FISMA, NIST 800-53, Section 508) 

• Support financial tasks: forecasting, invoice review, budget reporting 

• Lead reporting, audits, and program reviews 

• Foster high-performance team culture and mentor task leads 

• Identify opportunities for innovation, automation, and efficiency 

• Prepare executive briefings and performance reports 

• Support transition planning for contract award activities 

Qualifications

Required 

• Bachelor’s degree in a technical or management field (Master’s preferred) 

• 10+ years of program management experience supporting federal IT programs 

• Proven leadership across diverse teams and technical domains 

• Experience with federal cybersecurity frameworks (FISMA, NIST RMF, FedRAMP) 

• Strong understanding of Agile and hybrid methodologies 

• Experience with cloud modernization and legacy migration (AWS preferred) 

• Familiarity with health informatics or federal healthcare IT (preferred) 

• PMP certification (required) 

• Strong communication, financial, and stakeholder management skills 

Preferred 

• ITIL Foundation and Agile certifications (Scrum Master, SAFe) 

• Experience with ServiceNow, JIRA, Confluence, Git, Jenkins, Tableau, AWS Console 

• Knowledge of risk management, continuous improvement, and performance optimization
