We are looking for experienced, innovative and motivated IT Specialists to support enablement of USAREUR-AF and their Mission Partners mission objectives. 

 

CACI has an excellent opportunity for an experienced, self-directed,  

Cybersecurity Division (CSD) Mission Partner (MP) Lead, SME. This position is in support of the EMITS 2 USAREUR-AR - Cybersecurity Division (CSD) Mission Partner located in Wiesbaden, Germany.  This position is located OCONUS. 

 

Responsibilities: 

 

  • Single point of contact for USAREUR-AF G6 Cybersecurity Division (CSD) requirements, responsible and accountable for contractual and technical performance 

  • Provides management, direction, administration, quality assurance, and leadership of the engineering and service delivery of the multiple complex intelligence engineering solutions for CSD, including support for transition-in 

  • Provides overall leadership and guidance for all contractor personnel, including subcontractors, assigned to the CSD services team, including assigning tasks to contractor personnel, supervising a team of 6 to 15 personnel as well as ongoing technical efforts, and managing overall performance of CSD requirements 

  • Collaborates with the Mission Modernization and Innovation Team (M2IT) to tailor EMITS 2 standardized processes and procedures to meet CSD requirements 

  • Functions as a technical expert for cybersecurity technologies, processes, and procedures with thorough knowledge of DoD and NSA cybersecurity processes and procedures, including the Enterprise Mission Assurance Support Service (eMASS) Risk Management Framework (RMF) 

  • Designs and implements cybersecurity solutions, including Security Control Assessments Validation (SCA-V) and COMSEC support services 

  • Analyzes complex security issues and develops effective solutions and incident response to maintain cyber readiness and limit impacts 

  • Provides support for security incident response team requirements, including inspections, audits, policy review, strategy development, and recommendations 

  • Conducts Security Assessment and Authorization (A&A), including documentation and accreditation packages 

  • Provides programming and technical input to enable Defense Biometric Identification System (DBIS) biometric screening capabilities, including conducting research, providing analysis, preparing documentation, and maintaining credentials to manage Defense Exploitation Unclassified (DEX-U) portal access 

  • Coordinates with USAREUR-AF assigned Authorizing Officials (AOs) and program Information System Security Manager (ISSM), United States Special Operations Command (USSOCOM) Identity Operations (IDOPS) development teams, and other Government cybersecurity offices and agencies 

  • Manages a specific project or projects assigned by the PM or the Government, including project requirements, scope, budget, schedule, and performance 

  • Monitors, adjusts, and reports on performance, budget, and schedule 

  • Provides interim progress reviews to the Government on an as-needed basis 

  • Assists with proposing, implementing, and enforcing Government policies, standards, and methodologies and is responsible for either developing or supervising the preparation of studies, reports, and acquisition documents 

  • Possesses and applies expertise on multiple complex work assignments 

  • Establishes goals and plans that meet project objectives 

  • Possesses domain and expert technical knowledge 

  • May supervise others  

 

Qualifications: 

Required:  

  • Currently hold an adjudicated Top Secret Clearance and be able to obtain an SCI 

  • BA/BS +13 years recent experience 

  • Certification - CISM or CISSO or CPTE or CySA+ or FITSP-A or GCSA or CISA or CISSP or CISSP-ISSEP or GSLC or GSNA or Applicable degree ABET accredited/CAE designated or Training and Additional  

  • Possesses extensive experience in cybersecurity, particularly within Department of Defense and National Security Agency environments.  

  • Demonstrates expert knowledge of Risk Management Framework, Enterprise Mission Assurance Support System, and Security Control Assessments Validation (SCA-V).  

  • Exhibits strong leadership skills, capable of managing teams of 6-15 personnel and serving as single point of contact for CSD requirements.  

  • Showcases proficiency in incident response, security assessments, and biometric screening technologies, including Defense Biometric Identification System (DBIS).  

  • Displays excellent communication and collaboration abilities, adept at coordinating with various government agencies, Authorizing Officials, ISSMs, and USSOCOM IDOPS teams.  

  • Combines technical expertise with project management skills, including budget oversight, schedule management, and performance monitoring.  

  • Demonstrates experience in M2IT collaboration, preparing accreditation packages, and managing DEX-U portal access. Exhibits proficiency in COMSEC support services and documentation preparation for Security Assessment and Authorization.  

  • Possesses and applies expertise on multiple, complex work assignments. 

  • Establishes goals and plans that meet project objectives. Possesses domain and expert technical knowledge.  

  • May supervise others. 

  • TESA eligible 

 

Desired:  

  • Adaptable to changing circumstances and operational needs 

  • Understanding of Department of Defense Military standards 

  • Experience with DoD IT security requirements

The proposed salary range for this position is:

$115,600 - 254,200 USD
