SUMMARY OF DUTIES

The IT Compliance and Change Coordination Analyst is responsible for ensuring transparency, accountability, and strategic insight across all phases of IT system changes within the integrated ONE System. This position provides critical analysis of vendor-reported level of effort (LOE), audits both current and historical change requests, and evaluates, pricing trends to support cost control and long-term planning. Acting as a liaison between program staff, IT, and vendors, this analyst ensures that business needs are clearly defined, change initiates are well-documented, and outcomes are measurable.

Key responsibilities include tracking estimated versus actual development hours, identify discrepancies, and offering data-drive recommendations for future planning and procurement.  The analyst audits past change request and LOE submissions to uncover patterns, support financial stewardship, and assess vendor performance consistency.  A central duty is to evaluate and compare trends across separate modernization efforts to detect systemic issues, gaps in efficiency, or recurring cost drivers. The position also coordinates change request intake, performs risk and impact assessments and maintains change documentation to ensure transparency and informed decision-making. The analyst supports both internal and external audits, manages vendor invoice validation, and tracks software costs with in the ONE system portfolio. This role demands strong analytical acumen, a keen understanding of systems change dynamics, and the ability to balance technical oversight with business-oriented insights. Major duties include some of the following:

Policy Analyst

  • Analyze the impact of budget proposals, legislation, statues, and other policy initiatives on programs supported by the ONE system, including their influences on existing policies and procedures.

  • Identify interdependent ODHS policies and systems, coordinate with ODHS business and Office of Information Systems (OIS) staff.

  • Analyze the impact of proposed changes on information systems technology development and business processes, including identifying the staff and funding resources needed to implement the proposed changes.

  • Prepare written documentation to be included in the justification for the budget package or as legislative analysis.

Operational Planning / Change Management

  • Serve as the primary coordinator for incoming change requests: document, assess urgency, identify potential program impacts and facilitate prioritization.

  • Maintain comprehensive change logs and status reports: identify duplicate or related requests and communicate cross program dependencies.

  • Identify pricing trends, scope inflation, and inefficiencies across modernization efforts; make recommendations to improve change implementation outcomes.

  • Report software cost across ONE system portfolio, identify financial trends and risks.

WORKING CONDITIONS:

  • This position operates in a fast-paced, high-pressure environment due to a high volume of work and time sensitive deliverables. Project priorities and scopes must be closely monitored and adjusted frequently to meet evolving business needs. Periods of extended hours or “Straight Time” may be required during peak workload cycles.

  • This position is a telework/remote position, the ability to report to the primary duty station in Salem is required when business or operational needs necessitate on-sight presence.  Travel expenses for mandatory reporting to the assigned worksite are not reimbursed.

  • Remote work requires a professional and secure environment that ensures confidentiality of all state data and business operations.  The remote setting must protect verbal communications, software, and hardware from unauthorized access or disclosure, and comply with all state and agency information security requirements.

  • In office, work environment is primarily performed in a standard office setting, which may include cubicle arrangement and ambient noise. The role involves extended periods of sitting or standing and frequent use of standard office equipment and technology, including smartphones, mobile applications, web-based meeting platforms, webcams, spreadsheets and specialized software systems.

  • Occasional travel within the state may be required and may include travel reimburse in accordance with state policy.

MINIMUM QUALIFICAITONS (MQ's)

Seven years of professional-level evaluative, analytical, and planning work experience with government administered social service programs.  Education in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or similar degree will substitute for experience based on the following:

  • An associate degree in any of the listed areas substitutes for 18 months of experience.

  • A bachelor's degree in any of the listed areas substitutes for three (3) years of experience.

  • A master’s degree in any of the listed areas substitutes for four (4) years of experience.

  • A Doctorate degree in any of the listed areas substitutes for five (5) years of experience.

  • Analytical Skills: Experience in critically analyzing vendor-reported level of effort (LOE), auditing change requests, and evaluating pricing trends. Experience in various methods to analyze data, draw conclusions, and make predictions.

  • Attention to Detail: Experience in tracking estimated vs. actual development hours, identifying discrepancies, and maintaining accurate change documentation.

  • Technical Acumen: Experience in understanding systems change dynamics and the ability to balance technical oversight with business-oriented insights.

  • Data Analysis Tools:  Experience with software used to manage, analyze, and visualize data.

  • Vendor Management: Experience in managing vendor relationships and evaluating vendor performance.

  • Financial Acumen: Experience in supporting financial stewardship and long-term planning through cost control and trend analysis.

  • Business Process Management: Experience identifying, analyzing, and optimizing business processes to improve efficiency, alignment with goals, and ultimately, customer satisfaction.
