Information Systems Security Manager (ISSM)

Overview

JST is currently seeking an Information Systems Security Manager (ISSM) to support our team within a government environment.

ISSM Responsibilities

• Lead all cybersecurity efforts aligned with NIST SP 800-53 Rev 5, AFI 17-101, and relevant DoD cybersecurity directives to support RMF lifecycle activities and maintain ATO status for assigned systems.
• Manage and update eMASS packages, System Security Plans (SSP), Plan of Action & Milestones (POA&M), Security Assessment Reports (SAR), and other RMF documentation.
• Work closely with the Program Manager to ensure all cybersecurity measures align with development and sustainment activities across the system lifecycle.
• Interface regularly with system users, ISSOs, developers, and government stakeholders to enforce DAFMAN 17-1301/1303 responsibilities, including training, access control, and privileged user management.
• Develop and maintain technical documentation, waiver/exception requests, and ensure all security policies and controls are implemented and tracked effectively.
• Initiate and manage risk-based decisions, coordinate with the PM/COR on cybersecurity deviations, and ensure system operations are not impeded by compliance deficiencies.
• Perform regular on-site support at Hill AFB multiple times per week to ensure direct engagement with stakeholders and system environments.

ISSM Qualifications

• Bachelor's degree in Cybersecurity, Information Technology, Computer Science, or a related technical discipline desired. (Experience may be substituted for education in some cases.)
• Minimum 5 years of experience supporting RMF, ATO, and cybersecurity compliance activities within DoD or Air Force environments.
• Must meet DoD 8570 IAT Level II or III certification requirements.
  • Acceptable certifications include: Security+ CE, CISSP, CAP, GSLC, or equivalent.
• Direct experience with eMASS, RMF documentation artifacts, and implementation of NIST 800-53 Rev 5 security controls.
• Familiarity with AFI 17-101, DAFMAN 17-1301/1303, CNSSI 1253, and related DoD cyber policies.
• Strong understanding of cybersecurity operational support within software development and sustainment contexts.

Required Clearances and Screenings

• MUST have an active Secret Security Clearance (Eligibility for Top Secret clearance preferred) 
• U.S. citizenship required
