Department : Safety & Security

Reports to : Manager - Security

Role Introduction

The incumbent will be responsible for overseeing and managing the operations of a security control room, responsible for ensuring the smooth and effective functioning of the control room, which serves as the central hub for monitoring and managing security activities to ensure the safety and protection of the public, guests, visitors, employees, contractors (stakeholders) and assets throughout the Kai Tak Sports Park, including day to day and for events.

Key Responsibilities

  • Assist the supervisor(s) and on all security related issues round the clock.
  • Ensure the Security Systems such as closed-circuit television (CCTV) cameras, access control systems, intrusion detection systems, fire alarms, and other surveillance equipment are closely monitored at all times.
  • The tactical use of the multiple screens or displays in monitoring high-risk locations and to detect any potential security breaches, suspicious activities, or emergencies.
  • In the event of a security incident or breach, coordinate the response efforts including initial situation assessment, gather information, and coordinate with security personnel, law enforcement agencies, or emergency services as required.
  • Initiate emergency procedures and guide Security Control Room staff to provide frontline security personnel on appropriate actions to take in accordance with the Standard Operating Procedures.
  • Work with Control Room Supervisor, to determine the severity of the perceived threat and report to the supervisor(s) for instructions.
  • Serve as an initial point of contact for all security-related matters for internal and external stakeholders.
  • Monitor radio communication constantly with on-site security personnel, ensuring real-time information, instructions, and updates regarding security incidents are passed accurately.
  • Liaise with external law enforcement/emergency agencies, such as the police, custom or fire department, to coordinate responses and provide them with accurate information.
  • Ensure all records of security-related activities, incidents, and responses are detailed record in the Incident Management System, logbooks, and other relevant documentation. Cause the Shift Report to be compiled by respective Control Room Supervisor and combine into a Daily Situation Report by 0600hrs daily and be sent to designated Senior Management on time.
  • Make certain that all security control room equipment and systems are correctly checked at the beginning of shift, and to report any troubleshoot technical issues, malfunctions or faults promptly for action by respective unit.
  • In-charge of the daily duty arrangements to ensure there are sufficient manpower to run the Security Control Room, particularly on event day where additional staff will be required.
  • Be responsible for training new control room officers and security personnel on control room operations, protocols, and systems. To provide guidance, support, and supervision to control room staff to ensure effective performance.
  • Carry out any other duties as directed by the supervisor(s).

Requirements

  • Form 5 or above education level, holder of security-related fields is preferred.
  • Holder of valid security personnel license and QAS certificate.
  • Minimum of ten (10) years of working experience in security or law enforcement with at least five (5) years at managerial level. Prior experience in security operations or control room monitoring is required.
  • Proficiency in both written and spoken English, Chinese (Cantonese) with good communication ability is often required.
  • Experience in using security systems, CCTV monitoring, or emergency response procedures can be beneficial.
  • Making quick decisions based on new information and the need to stay vigilant, gather real-time data, assess evolving risks, and the ability to independently think on their feet are crucial in this role.
  • Solid concept on frontline security course of action, venue security, crowd/traffic management/control and problem-solving skills is required.
  • Knowledge on Fire Fighting System, Security System and computer knowledge are preferred.
  • Prior experience and network with local officials and agents of law enforcement preferred.
  • Ability to prioritize tasks and work in a diverse workforce.
