Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

• Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
• Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
• Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
• Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
• Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

The NCSC is responsible to defend NATO networks on a 24/7 basis. The purpose of the work package is to provide support to NATO Cyber Security Centre (NCSC) in organizing information and do content management in 2 Atlassian Confluence instances on 2 separate networks. The instances are heavily customized and integrated with other tools like Atlassian JIRA and Microsoft Sharepoint.

Role Duties and Responsibilities

• Provide expert advice on Information and knowledge management using Atlassian Confluence product
  • During and outside Information and Knowledge Management Steering Group (IKM SG)
  • To the NCSC team
  • To all end-users requiring assistance in the domain

• Together with the NCSC team, actively participate in the sprints for Information management, content creation, process automation and integration
  • Provide the expert-advise assessment on the best means to achieve the user requests, taking the integration aspects into account
  • Develop and implement the content on test and production environments
  • Report time spent and solution implemented (using Atlassian JIRA)

• Ensure content coherency between the 2 confluence platforms
  • A data-diode exist to pass information between one instance to the other instance
  • The opposite data transfer must happen via a PFE authorised USB stick’
  • The contract will ensure synchronized information on a daily basis.

• Assist in Atlassian products maintenance and patching on all instances
  • Including proactive maintenance, scheduled maintenance, emergency patching and any other disaster recovery, business continuity or support to cyber incident response activities in which the instances are involved or affected

• Documentation:
  • Document configuration and changes: Keep up-to-date documentation of all configurations, baselines, troubleshooting procedures
  • Keep a lessons learnt document

• User access Management:
  • Review the list of users with access to the security solution
  • Verify that only the required users have access to the instances
  • Coordinate with the Tool Managers and CIS Security Officer any issue with the User access management

• Automation and Scripting
  • Improve processes efficiency: Identify areas where automation could reduce manual intervention and improve operational efficiency

Essential Skills, Experience and Certifications

• Extensive experience (5+ years) in creating and managing content in Atlassian Confluence.
• Fluent in creating and implementing taxonomies in Atlassian Confluence environment
• Strong experience (5+ years) in dynamic content management and integration between Atlassian JIRA and Confluence
• Strong experience (5+ years) in managing metadata in Atlassian confluence, Office and PDF documents and Microsoft Sharepoint
• Strong understanding of the inner working of Atlassian confluence instances, including at database level
• Strong Experience (5+ years) in scripting with Scriptrunner and Python.
• Experience with the management of Linux servers (preferably RedHat).
• Experience in interfacing with IT Service / Change Management.
• Extensive experience (5+ years) with troubleshooting of complex software and IT infrastructure issues; from the source code to the network and database layer.
• The need to take ownership of tasks and wish to accomplish them to the end.

Desirable Skills, Experience and Certifications

• Software development background
• Experience in working with NATO.
• Experience of working with NATO Communications and Information Agency.
• Experience of working with national Defence or Government entities.

Working Location

• Mons, Belgium

Working Policy

• Hybrid (50% onsite/50% offsite)

Travel

• Two travels per month to NATO HQ in Brussels, BEL will occur

Security Clearance

• Valid National or NATO Secret personal security clearance
