Agency Marketing Statement

The Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety. With an annual budget of over $2 billion in state and federal funds, 6 regional offices, 3 laboratories and over 1,200 employees, IDPH is equipped to fulfill its mission of protecting the health and wellness of the people of Illinois through the prevention, health promotion, regulation and control of disease and injury.

Position Overview

The Office of Preparedness & Response (OPR) provides emergency response policy making, planning, training, exercise, and incident management and evaluation services for all IDPH programs. It coordinates the public health and medical technical services and resources that Illinois provides during a disaster through the State Incident Response Center (SIRC). Working with SIRC agencies, OPR can offer certain federal and State emergency medical countermeasures for the public and responders through local public health departments and hospitals. OPR also provides financial and technical resources to local health departments, hospitals, and emergency medical services, and regulates emergency medical services and specific hospital programs. 

 

OPR includes the following Divisions:

Disaster Planning & Readiness
Emergency Medical Systems & Highway Safety
Serve Illinois
Budget operations fall directly under the management of the Deputy Director.

Job Responsibilities

1.  Performs ambulance provider inspections and inspections on vehicles prior to the license expiration date.
• Evaluates ambulance operator policies and procedures which ensure that proper standards of care are being provided by pre-hospital personnel in ambulances.
• Verifies during inspections that vehicles are equipped with required emergency response equipment including personal protective equipment, to respond to medical emergencies including bioterrorism or weapons of mass destruction.
• Coordinates with Regional EMS Coordinators to complete inspections.
• Plan for effective and efficient utilization of resources.


2.  Imports inspection data from PC Tablet or paper inspection forms, into the licensing database for initial licenses, renewals and vehicle or provider modifications.
• Verify accuracy.
• Generate state mandated licenses for ambulance providers, vehicles, Stretcher Van and Specialized EMS Vehicles (SEMSV).
• Provide follow up and coordination.


3.  Performs Specialized EMS Vehicles (SEMSV) inspections on vehicles prior to the license expiration date.
• Evaluate policies and procedures which ensure that proper standards of care are being provided by pre-hospital personnel in ambulances.
• Verify that vehicles are in compliance with rules and personal protective equipment standards during inspections.
• Coordinates with Regional EMS Coordinators to complete inspections.
• Plan for effective and efficient utilization of resources.

    
4.  Performs Stretcher Van inspections on vehicles prior to the license expiration date.
• Evaluate policies and procedures which ensure that proper standards of care are being provided by Stretcher Van personnel.
• Verify that vehicles are in compliance with rules and personal protective equipment standards during inspections.
• Coordinates with Regional EMS Coordinators to complete inspections.
• Plan for effective and efficient utilization of resources.


5.  Participates in education, training and response activities such as staffing the Public Health
Emergency Operations Center (PHEOC), State Emergency Operations Center (SEOC), Joint
Operations Center (JOC), Receive, State and Store (RSS), Regional Distribution Center (RDC) and the Unified Area of Command (UAC).


6.  Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Preferred Qualifications

  • One year experience in a pre-hospital environment related to disaster preparedness or emergency response, communications and coordination, emergency medical services/response bio-terrorism or weapons of mass destruction.
  • Two years’ experience performing vehicle inspections
  • Two years’ experience importing vehicle inspection data from a PC Tablet or paper inspection  forms into a database and verifying accuracy.
  • Working knowledge of Emergency Medical Services (EMS) and EMS systems in Illinois.
  • Two years’ experience verifying, during inspections, that vehicles are equipped with required equipment.
  • Two years’ experience verifying vehicles are in compliance with rules and equipment standards during inspections.

Conditions of Employment

  • Requires the physical ability to climb in and out of a variety of emergency services vehicles including  ambulances, helicopters, fixed wing and watercraft.
  • Requires the ability to travel in the performance of duties.
  • Requires appropriate, valid drivers license.
