As a Program Manager you are part of the CISO-Team with a direct report to CISO Manager, who is the Chief Information Security Officer of SNCB and its subsidiaries (CISO SNCB)

You are responsible for the SNCb Cyber and Information Security Roadmap within SNCB. This encompasses not only the projects that are led by the CISO Office, but also the projects that are led within the ICT department, as well as OT and IoT and other projects led by BUsiness Departments outside the IT Department.

What do we expect from you?

  • Set up a business case
    • Determine the program with the SNCB Chief Information Security Officer taking into account constraints, risks, dependencies, priorities, budgets, success and acceptance criteria, ...
    • Build and maintain a network with internal domain experts and the CISO to ensure that the follow-up and execution of the program will have the necessary attention
  • Program Initiation & Planning
    • Define the scope, relationship between projects linked to business objective, planning & budget and communicate them to the stakeholders and the project managers (kick-off)
    • Ensure the validation of the technical or organisational solution and the estimation of the efforts and costs for each of the projects belonging to the program and coordinated by the project managers
    • Ensure the transfer to support of the different projects in the program, taking into account the impact on other projects and provide an estimate of the cost
    • Coordinate the planning of the different projects
    • Select the appropriate project methodology in function of the scope and project context (type of organization and stakeholders), including change management methodology
  • Program Governance
    • Communicate on a regular basis in a structured manner about the progress, the agreed scope and adjusted planning including resources and competences to stakeholders, including but not limited to executive leadership within SNCB, Executive Leadership within YPTO, Information Security Steering Group, Business Continuity Steering Committee, SNCB Risk Committee.
    • Manage and monitor risks and problems with the project managers and escalate to management and customer in a timely manner if necessary, look for solutions with the project managers and discuss this with the customer and if necessary, the management
    • Monitor new change requests and ensure approval during a steering committee taking into account the relations between the projects according to delegation of authority before execution
    • Ensure coordination between the project managers
    • Support audit activities when needed
    • Follow PM procedures and support the Project Managers
    • Monitor the program's budget and coordinate budgeting and amendments
  • Program Closure
    • Conduct a "program closing meeting" with CISO and project teams and documents the "lessons learned"
    • Ensure the transfer to Operations and support team and ensure the necessary documentation and training is provided
  • Support the project management teams
    • Ensure a positive atmosphere in the project teams and ensures efficient and qualitative delivery of the projects, taking into account impact on possible other projects of the program
    • Resolve conflicts within and between project teams
    • Monitor the workload of the teams and communicate on progress
    • Anticipate resource needs and problems

Requirements

We are looking for an awesome Program Manager with the following experience and/or competencies:

  • You have at least 10 years of experience with managing projects within security, preferably within a technical/IT environment or you have experience in project portfolio management for large organisational programmes.
  • You understand how business governance works and have experience reporting to Board of Directors, Risk or Audit Committees and Executive Levels.
  • You have a positive and constructive approach, both as a team player as well as in supporting the positive image of Ypto
  • You are a clear communicator upstream and downstream, separate core information from details and define concise messages
  • You are able to negotiate with different levels in the company, to close discussions to derive conclusions and to handle conflicts
  • You have knowledge of Project Management methodologies ; experience with Prince2 and PMI is welcome too
  • You have a very good written and oral knowledge of English, French and/or Dutch
  • Knowledge of ADKAR or similar change management methodologies, any certification in a cyber security management domain is a considered an asset.
  • Experience within Public Sector will also be considered as an additional asset
