Position Statement:  Join our team at the IEMA-Office of Homeland Security as we seek a Section Manager to lead our Cybersecurity Section! In this role, you will be a key collaborator alongside the Assistant Deputy Director of Homeland Security in defining a visionary path for Homeland Security within the State of Illinois. You will be entrusted with overseeing the daily operations of the Cybersecurity Section, working diligently to formulate and implement crucial Homeland Security policies and procedures. Your role will extend to the development of a unified statewide for Cybersecurity, demonstrating your commitment to a safer Illinois. Serving as a trusted liaison, you will foster strong relationships with officials at various levels, from City to Federal, as well as private industry stakeholders, contributing to a harmonious and productive collaboration. Job Responsibilities

1. Sets policies, procedures, and objectives for the Cybersecurity Section and determines the means by which the Section achieves its policies, procedures, and objectives:

  • Directs and manages the day-to-day operations of the Cybersecurity Section. 
  • Formulates and implements Homeland Security-related policies and procedures associated with Cybersecurity for the State of Illinois. 
  • Oversees and coordinates policy development and implementation associated with unified statewide strategies associated with Cybersecurity. 
  • Formulates, develops, and implements an organizational development program for mentoring, guiding, and encouraging professional development and growth and developing and fostering a culture of inclusion, excellence, and mutual support in the Cybersecurity Section. 
     

2. Ensures the Cybersecurity Section operates effectively and efficiently both internally and externally:

  • Provides regular briefings and serves as representative of the Section and/or on behalf of the Assistant Deputy Director of Homeland Security as needed. 
  • Fosters strong relationships with other City, County, Federal or State officials, as well as private industry to ensure cohesive collaboration. 
  • Serves as liaison to communicate and advocate policy goals and implementation strategies which includes travel. 
     

3. Prepares budgets and strategic plans for the Cybersecurity Section:

  • Responsible for resource allocation decisions ensuring optimal utilization of funding, personnel, and technology to effectively achieve the section's goals and objectives. 


4. Serves as a full-line supervisor:

  • Assigns and reviews work. 
  • Provides guidance and training to assigned staff. 
  • Counsels staff regarding work performance. 
  • Reassigns staff to meet day-to-day operating needs. 
  • Establishes annual goals and objectives. 
  • Approves time off. 
  • Adjusts first level grievances. 
  • Effectively recommends and imposes discipline, up to and including discharge. 
  • Prepares and signs performance evaluations. 
  • Determines and recommends staffing needs. 

 

5. Performs other duties as assigned which are reasonably within the scope of the duties enumerated above. 

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
2. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

1. Eight (8) years of professional experience planning and directing the implementation of a program/unit/initiative within a Government Agency, Public Safety Organization, or Technology Company.
2. Eight (8) years of professional experience evaluating trends and developing a program/unit/initiative within a Government Agency, Public Safety Organization or Technology Company.
3. A demonstrated comprehensive understanding of the cyber threat landscape, emerging cyber issues and technical solutions, supply chain risks, and challenges faced by governmental and private industry partners.
4. Three (3) years of professional experience with most of the work including projects directly related to public safety preparedness, public-private coordination, or a combination thereof.
5. Master’s Degree with courses in Information Security, Computer Science, IT, or a related field.

Conditions of Employment

1. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
2. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
3. Requires a criminal history check through the Illinois State Police.
4. Requires the ability to obtain and maintain Secret Security Clearance.
5. Essential Personnel: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard of declarations of liberal leave or government disclosure due to weather, protest, and acts of terrorism or lack of funding.
