ManTech is seeking an Open Source (OSINT) Analyst to support our Marine Corps Intelligence Activity contract on MCB Quantico

This role requires an active DoD TS/SCI clearance.

Responsibilities include but are not limited to:

  • Knowledgeable of and demonstrates ability to apply IC and DoD classification guidelines and procedures
  • Demonstrates ability to work semi-independently with oversight and direction
  • Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information
  • Demonstrates understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications
  • Demonstrates ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments
  • Demonstrates ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/ soft copy matrices and/ or web-enabled formats
  • Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally, with strong grammar skills
  • Demonstrates ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols
  • Demonstrates ability to recognize nuances and resolve contradictions and inconsistencies in information
  • Demonstrates understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors / platforms and human intelligence sources
  • Demonstrates understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements
  • Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced
  • Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines
  • Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution
  • Demonstrates ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives
  • OSINT collectors are responsible for collecting publicly available information (PAI) and other information in open sources, both traditional and non-traditional. Most often collectors generate open-source intelligence reports (OSIRs) leveraging sources found on the internet, such as social media, blogs, databases, maps, videos, academic literature, news media and journals, technical publications, professional publications, and others. Collection may occur on the clear web, the deep web, and occasionally, the dark web, as needed. All OSINT activities are guided by national law, IC, DoD, and Marine Corps policy, as well as by unit Concepts of Operations (CONOPS). Intelligence products, while primarily consisting of OSIRs, may also include other types of reports in structured or unstructured formats, briefings, emails, or other forms of dissemination. All activities and reports must meet IC and DoD standards for sourcing of open-source information. While OSINT collectors may collect PAI on UNCLASSIFIED government computer systems, they also conduct activities on classified systems hosted on elevated networks.
  • Work will be located on the Quantico Marine Corps Base
  • Minimal telework by exception only with strict reporting requirements
  • Other duties as required

Minimum Qualifications:

  • Must possess an active TS/SCI DoD Clearance without exception
  • At least three years of OSINT research, discovery, collection, and production, utilizing commercial off the shelf (COTS) or Government off the shelf (GOTS) military applications on NIPRNet, SIPRNet, and JWICS within the past five years
  • 2+ years of experience in global intelligence operations, functions, and collaboration utilizing SIPRNet and JWICS
  • Must have completed a joint-certified, basic Open-Source Intelligence course (such as DIA’s BOT, Army OS301, or USMC EOSINT) or a commercial equivalent
  • 2+ years of experience with open-source research or collection of PAI sources including social media, blogs, databases, maps, videos, academic literature, news media and journals, technical publications, professional publications, economic data, demographic data, and survey research
  • Proficient with Microsoft Office applications (i.e., Word, Excel, PowerPoint, etc.)
  • Ability to train and mentor peers, customers, and Marines in OSINT tradecraft and best practices
  • Identify, develop, and formalize new OSINT tradecraft through the development and delivery of training modules, courses of instruction, training aids, best practices bulletins, and SOPs as needed to meet mission requirements
  • Conduct OSINT collection and production activities in response to customer Requests for Information (RFIs) or tasking by the OIC. This will include working with the customer to clarify and refine the RFI, as needed, collecting, exploiting, and analyzing PAI, and preparing a report in the format required by the task, with minimal supervision using tools across multiple domains and security classifications
  • Conduct language-enabled OSINT collection and production activities in response to customer Requests for Information (RFIs) or tasking by the OIC. This will include working with the customer to clarify and refine the RFI, as needed, and employing foreign languages at native proficiency to facilitate collecting, exploiting, and analyzing foreign-language PAI, and preparing a report in the format required by the task, with minimal supervision using tools across multiple domains and security classifications
  • Conduct Data Science activities, applying skills and experience extracting new and innovative insights from complex, non-traditional, and/or large datasets. Must be capable of working with intelligence analysts to identify innovative ways to apply data science to publicly available information to meet intelligence requirements derived from other networks residing on different security domains

Preferred Qualifications:

  • Knowledge of Marine Corps Tactics, Techniques and Procedures (TIPs), and Marine Corps mission sets
  • Knowledge of Structured Analytic Techniques (SAT) and their applicability for backing up analytical assessments
  • Ability to conduct analytical reporting, supported using Intelligence Community Directives (ICD) 203, 206, 208
  • Desired Experience: At least 8 years of experience conducting relevant analysis with at least a portion of the experience within the last 2 years
  • Desired Education: Bachelor's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education

Physical Requirements:

  • Must be able to remain in a stationary position 50%
