Summary:

The Senior Technical Advisor will support SPACECENT through analysis of CDSSPACECENT equities in planning operations and corresponding force posture in a dynamic AOR. Working in concert with management, provide a range of options within the SAP/STO portfolio to be integrated into SPACECENT planning efforts as required.  Coordinates directly with forward deployed personnel for integration (via traditional Global Force Management (GFM) and Integrated Joint Special Technical Operations (IJSTO) processes) of Space and SAP/STO capabilities and facilitate the transition of deliberate and crisis/contingency planning into executable orders.

Responsibilities:

  • Provide SPACECENT with Space capabilities to enhance Current and Future Operations; including support to Information Operations (IO), Irregular Warfare (IW) operations and planning to integrate Space Operations across relevant domains, environments, echelons, and geographic boundaries.
  • Task (1) The Contractor shall provide SME(s) to support current (S3) and future (S5) Space Operational planning efforts to include Special Technical Operations (STO), Training and Exercise Support, Operational and Strategic Planning, & CYBER Security. Support and advise the command’s requirements through the IJSTO process.   
  • This includes conducting research on Space based capabilities, and developing and executing tactical, operational, and strategic joint plans. This also includes providing the administrative, technical, analytical, security, operations, and intelligence support services for the development, planning, staffing, coordination, integration, execution, and assessment of Space based Operations to include Special Access Programs (SAP).

Required Skills and Experience:

  •  Bachelor’s degree in technical field or pertinent years’ experience
  • Minimum: 10 years’ staff level experience (CCMD, Service, Headquarters, Joint Staff etc)
  • Extensive knowledge working on PDAS and within the SAP community
  • Minimum 10 years working at Strategic or Operational level within SAP and/or STO
  • Provide expert advice and analytical support for current operations, planning, and organizational assessment efforts.
  • Provide expert advice and analytical support for future operations, planning, and organizational assessment efforts.
  • Provide expert advice and analytical support for STO operations, planning, and organizational assessment efforts
  •  Provide strategic and operational level planning support pertaining to CCMD contingency operations and strategic operation
  • Provide IJSTO SME support and maintain currency of the process to support operations, planning, and organizational efforts
  • Develop, review and refine plans (OPLANS and CONPLANS), briefs, orders and make recommendations on Service/Joint policy and doctrines
  • Provide expert advice to DoD leadership of STO policy, doctrine, decisions, trends concepts, and studies.
  • Provide senior staff advice and guidance regarding the establishment, management, and execution-level analysis for risk management relating to STO planning and operations.
  • Support day-to-day office activities such as organizing and facilitating meetings and managing systems/taskers
  •  Analyze strategies, policies, doctrine, plans, capability gaps, and emerging trends to support decision-making related to the current and potential future threat environment
  • Represent Service Component as lead or in support of planning conferences and working groups with USCENTCOM, HQ Space Force, and other HHQs.
  • Collect metric data from forward personnel to further Service level capability development
  • Coordinate and integrate CCMD plans with supporting/supported interagency partners.
  • Provide advice on prioritization of strategy related programs
  • Up to 25% travel required to include OCONUS travel into the AOR

    Preferred Skills and Experience:

    •  Master's Degree relevant Joint field
    • Joint Operation Planning Execution Systems Experience

    • JPME II graduated
    • Space 100, 200, 300
