This position serves as the Identity and Access Systems Manager.  In this role you will participate in determining DoIT policy regarding Identity and Access Management (IAM) product selection and evaluation and research of emerging technologies; develop enterprise strategic plans. This position is responsible for the administration and management of the tools and products that manage modern systems authentication for the enterprise and serves as a full-line supervisor. Essential Functions

  • Under general direction, serves as the Identity & Access Systems Operations Manager for the Department of Innovation & Technology (DoIT)
  • Manages operation of the tools, products, and processes that provide Identity and Access Management services
  • Collaborates with other managers to coordinate efforts and ensure organizational vision and architecture are achieved
  • Serves as a full-line supervisor
  • Keeps abreast of new developments in the Information Technology (IT) and IAM field
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above. 

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in information technology, information security, identity and access management or directly related fields. 

  • Requires prior experience equivalent four (4) years of progressively responsible administrative experience in Identity Access Management, Information Security, or a related field. 

  • Requires three (3) years of professional experience supervising a team of professional IT staff. 

Preferred Qualifications

  • Four (4) years of professional experience evaluating, developing, and managing identity and access management systems operations functions and processes for a business or public organization.  
  • Four (4) years of professional experience developing IT security standards, procedures, and guidelines. 
  • Thorough knowledge of network access, identity, and access management. 
  • Thorough knowledge of critical Information Technology (IT) procurement requirements  
  • Thorough knowledge of applicable laws (e.g., Electronic Communications Privacy Act, Foreign Intelligence Surveillance Act, Protect America Act, search and seizure laws, civil liberties, and privacy laws), U.S. Statutes (e.g., in Titles 10, 18, 32, 50 in U.S. Code), Presidential Directives, executive branch guidelines, and/or administrative/criminal legal guidelines and procedures relevant to work performed. 
  • Developed verbal and written communication skills to present security-related matters into business terms that are clear and understandable to technical and non-technical audiences. 
  • Ability to coordinate the activities of work associates to achieve desired results. 
  • Ability to administer protective or corrective measures when a security incident or vulnerability is discovered. 
  • Ability to maintain satisfactory working relationships with others.  
  • Information security certification(s) including but not limited to the Certified Information Systems Security Professional (CISSP), Certified Identity and Access Manager, Certified Information Security Manager (CISM) or technology certifications related to identify and access management.

•    Requires the ability to serve in an on-call capacity. 
•    Requires ability to lift and carry equipment weighing up to 50 pounds. This is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.

Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a
