ECS is seeking a Product Owner, Cyber Dashboard to work in our Fairfax, VA office (Hybrid).  Please Note: This position is contingent upon contract award.

 

Job Description:

ECS is seeking talented professionals who love a challenge to join us in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency’s (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete ‘Data Services’ solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is a cloud-hosted solution comprised of multiple Commercial Off the Shelf (COTS), software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements.

We are seeking a Product Owner to lead product planning, execution, and delivery throughout the Product Lifecycle, ensuring fulfillment of the product vision and maximizing the customer experience. In this role, you will be responsible for ensuring the effective delivery of feasible, desirable, and viable product features and supporting services, leading to a marked improvement in user adoption and satisfaction. The Product Owner will serve as an advocate and an evangelist for the CDM Dashboard Product and related services. Specific responsibilities include:

  • Defining and engaging with stakeholders to validate, evolve, and maintain the Product Vision, Strategy, and Roadmap.
  • Holding internal and external stakeholders accountable to the Product Vision and ensuring the roadmap and the product backlog are aligned to achieve the vision.
  • Working with a team of HCD, UI/UX, and Business Analyst professionals to conduct interviews and refine product requirements to ensure the CDM Dashboard is aligned to user needs.
  • Working with cross-functional teams to understand feasibility of solutions.
  • Guiding User Experience and Customer Experience efforts to ensure an effective end-to-end experience with CDM Dashboard products and services.
  • Investigating, analyzing and communicating market and industry trends in cyber security tools, technologies, and processes as well as emerging threats to inform product direction.
  • Guiding product marketing efforts, leading to an overall increase in Dashboard usage, user satisfaction, and user promotion as measured by Net Promoter Score.
  • Defining and communicating key performance indicators for the CDM ecosystem.
  • Conduct internal and external product demonstrations and briefings.
  • Representing the interests of the CDM Dashboard in industry forums, government workshops, and stakeholder communities.
  • Work with 3rd party vendors to understand their product roadmap, dependencies, impacts, and change opportunities for the CDM Dashboard product.
  • Influence 3rd party vendor product direction based on CDM Dashboard product needs and hold vendors accountable to agreements.

 

Required Skills:

  • US citizenship with ability to obtain Public Trust Suitability.
  • 8+ years of related experience managing similar technical products and services.
  • Demonstrated experience driving product vision, defining and prioritizing the product backlog, and ensuring alignment to customer needs and business objectives.
  • Highly functional collaborator and communicator, with experience working closely with various stakeholders to include customers, engineers, team leads, and fellow Product Owners.
  • Demonstrated success as a Product Owner working on high complexity programs that ideally supported multiple cross-functional agile teams, products leveraging multiple technologies and components, and multiple Product Owners.
  • Effective release planning to ensure timely delivery of high-quality features.
  • Ability to translate business needs into technical requirements.
  • Strong leadership abilities with an ability to motivate team members.
  • Demonstrated ability to influence internal and external stakeholders without formal authority, including 3rd party vendor partners.
  • Excellent technical acumen as it relates to product development and systems engineering best practices.
  • Excellent written and oral communication skills.
  • Experience defining and enforcing Change Management processes for complex solutions with multiple 3rd party product dependencies.

 

Desired Skills:

  • 2+ years focused on Cybersecurity products.
  • 2+ years as Product Owner on a Federal Government program.
  • 2+ years experience implementing and managing Elastic stack solutions (Elasticsearch, Logstash, Beats, Kibana, ECE) in production environments.
  • Solid understanding of Amazon Web Services offerings.
  • Experience with DHS Programs and the DHS Systems Engineering Lifecycle.
  • Experience establishing budget and pricing models for 'as-a-service' products in the Federal space.
  • Experience with the Atlassian application lifecycle management suite (Jira, Confluence, Bitbucket).
  • Certified Scrum Product Owner (CSPO), SAFe POPM, or similar Agile certification.
