Our client is looking for a Cyber Security SME with experience in U.S. Federal IT and Cyber Security to provide sound technical leadership in all aspects of our business with a primary focus on technical solution development for proposals. This is a key position to support the development, coordination, and implementation of strategies to support the expansion of TestPros IT services including our Cyber Security services and Test and Evaluation services market. The ideal candidate for this position will bring a solid background in IT along with 10+ years of experience in writing technical solutions to Federal IT RFP's.  This position will also be a trusted advisor regarding company strategy, thought leadership, and instrumental in establishing and implementing TestPros’ strategy in Federal business, with a focus on creating revenue-generating client solutions, securing business, growing the business, leveraging technology, and innovation.

Responsibilities

·    Act as our internal Cyber Security SME to develop and write technical solutions for Cyber Security and related U.S. Federal Government proposal responses.

·    Collaborate with TestPros leadership, technical leads, recruiting, BD, and contract teams throughout proposal duration, from opportunity identification and development of proposal strategy to proposal debrief.

·    Provides hands on oversight and management of multiple large projects across Cyber Security strategic programs to meet technology and business requirements on time and within budget.

·    Provides technical knowledge and analyses of highly specialized applications and operational environments, high-level functional systems analyses, design, integration, documentation and implementation.

·    Collaborate with corporate staff to draft, institutionalize, and mature cyber security-related contracts and proposals in alignment with government and industry regulations, e.g., NIST 800-171, ISO 20000, ISO 27001, etc.

·    Support the expansion of TestPros IT services including our Cyber Security services and Test and Evaluation services market.

·    Write clear and compelling technical solutions as part of our Technical Proposal team.

·    Maintain knowledge currency of national-level cyber security research and development requirements.

·    Generate plans, proposals, budgets, and strategy for cyber security projects, applications, and issues.

·    Analyze customer’s requirements and prepare responses to formal solicitations and informal requests for information.

·    Experience with and able to participate in proposal response ‘Orals’ sessions.

·    Assist with new opportunity research and forecasting.

·    Support competitive assessment and price-to-win analysis.

Required Qualifications & Experience

·    U.S. Citizenship

·    Bachelor of Science or Bachelor of Arts or equivalent experience.

·    Experience working with US Federal Government customers, including:

oAt least 10 years of progressive industry experience in growing and operating programs and businesses in high-end IT, Cyber, and Testing solutions/services.

oAt least 5 years of work in a small Federal Contractor business.

oFamiliar with federal proposal writing.

·    Knowledge of federal IT systems cybersecurity policies, requirements, guidance, training, and best practices.

·    Proven experience implementing process solutions to respond to large ID/IQ, re-complete, and multiple quick-turn task order proposal activities.

·    Superior organization, delegation, and time management skills; experience applying the Shipley process or training preferred.

·    Acumen on direct and indirect cost, federal regulations, pricing, competitive analysis.

·    Experience driving organic and new business growth, including serving as the lead executive on new business pursuits.

·    Excellent writing and editing capability; ability to synthesize and analyze material quickly and effectively.

·    Strong communication and intrapersonal skills; ability to motivate others and collaborate virtually.

·    Excellent ability to prioritize and adapt in a fast-paced environment.

Preferred Qualifications & Experience

·    High level of expertise with Microsoft Office Suite (Review tools, Quick Styles, Automation, SharePoint, Teams, etc.)

·    Possession of any relevant professional certifications (PMP, CISSP, etc.).

·    Any active/recent Federal Government clearance.

·    Experience with IV&V (Independent Verification & Validation).
