Position Title: Project Manager - Cyber Operations

Position: Full-Time

Location: Kearneysville, WV or Portsmouth, VA & Remote (hybrid 1-2 days onsite, as required)

Clearance:  Active DoD Secret Clearance

Citizenship: U.S. citizenship is required

Required Qualifications & Skills

Responsibilities:

Plans, organizes, and manages CyberOps activities under their purview to ensure the day-to-day operations are aligned to meet the organization's goals and targets
Mange personnel resources and schedules to ensure appropriate staffing levels for efficient service delivery
Provides project performance measurement criteria on a daily, weekly, monthly, quarterly, and/or annual basis, including analyzing statistical data to optimize staffing
Oversees the operation of project resources, including, but not limited to, the tools used to support the contracted functions
Confers with customers on strategic issues and maximizes efficiency in achieving task order cost, schedule, and technical quality parameters, including identifying and ensuring the effectiveness of any corrective actions
Maintains a collaborative and cooperative working relationship with the multiple contractors supporting customer requirements to ensure compliance with all Federal, DHS, DOD, and local regulations, policies, and instructions, and integration of business processes and procedures to provide the best value to the government
Makes continuous improvement recommendations to the customer on the operation of the contracted functions
Provides personnel managerial oversight, performance goal identification, and performance reviews
Coordinates with the Program Manager and government IA leadership to ensure quality of service deliverables and prompt resolution of identified problems or shortfalls to ensure high-quality project performance
Serves as the primary interface to the customer for Cyber OPs service delivery
Provides and briefs (as requested) a monthly progress report to the Contracting Officer's Representative concerning the status of initiatives and day-to-day tasking, staff training, and actual performance compared to established quantitative and qualitative standards
Tracks and maintains functional area hardware and software (tool) baselines for assets required to support the service line
Responds to ad-hoc IA data calls as directed by the government
Provides leadership, management, planning, coordination, and collaboration for the Cyber Ops services/service requirements:
Vulnerability scanning, vulnerability analysis, security technical implementation guideline (STIG) guidance, and remediation validation
Incident response, assessment, evidence preservation, data spill containment, and eradication of malware, viruses, etc.
Host-Based Security Services (HBSS): ensure systems are CCRI/CORA compliant, review and approval recommendations for anti-virus exclusions, HIPS exceptions, and firewall rules for servers and workstations
Security Information and Event Management (SIEM): monitoring and correlation of daily events, system log review
Ensures work is accomplished within schedule and budget
Provides After Action Reports (AAR) for any events with lessons learned and recommendations
Continues to evaluate evolving DHS and DoD requirements and ensure compliance through the service processes
Collaborates with peers to identify process improvement opportunities and business process alignment to provide the best value to the government

Required Qualifications

Bachelor's Degree or higher in an Information Technology field or equivalent work experience
IAM II or IAT Level III Security Certification, in accordance with DoD 8570.01-M
CAP (Certified Authorization Professional)
CASP+ CE (CompTIA Advanced Security Practitioner)
CISM (Certified Information Security Manager)
CISSP (Certified Information Systems Security Professional)
GSLC (GIAC Security Leadership Certification)
HCISPP (HealthCare Information Security and Privacy Practitioner)
CASP+ CE (CompTIA Advanced Security Practitioner)
CCNP Security (Cisco Certified Network Professional Security)
CISA (Certified Information Systems Auditor)
CISSP (Certified Information Systems Security Professional)
GCED (GIAC Certified Enterprise Defender)
GCIH (GIAC Certified Incident Handler)
CCSP (Certified Cloud Security Professional)
Strong project management, interpersonal, writing, and presentation skills
Five (5) years of direct experience in an IT/Service Management environment, including hands-on experience in the areas of Information Assurance and Project Management
Preferred Qualifications

IAT Level III Security Certification, in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program; CISSP or CASP CE certification in good standing
Bachelor's degree or higher in IT
Experience in IT/Service Management frameworks and methodologies strongly preferred (e.g., ITIL, CMMI, ISO)
Experience and familiarity with DevSecOps principles especially in terms of secure coding best practices
Three (3) or more years of experience managing and administering IA services, tasks, or projects, including supervision of multidisciplinary IA project teams preferred
Project Management Professional (PMP) Certification is highly desirable
ITIL Certification strongly preferred
