Job Duties
The Virginia Department of Emergency Management is seeking qualified candidates for our Cyber Security Program Manager position in the Public Safety & Homeland Security Division.
The Cyber Security Program Manager is responsible for overseeing the development and integration of public safety and homeland security capabilities to improve the Commonwealth's ability to identify, protect, detect, respond to, and recover from cyber threats. The Cyber Security Program Manager will be responsible for providing routine, direct, and comprehensive hands-on program management support to local governments across the state.
The incumbent in this position must be able to conduct research and analysis, as well as provide suggestions on present and future cyber security capabilities including programs supported by the state, higher education institutions, public-private partnerships, and the federal government. The ideal candidate should be capable of fostering rapport, consensus, and collaboration among varied public safety experts, as well as coordinating between private sector, state and federal representatives to promote information sharing and capabilities integration. The incumbent in this position will serve as the cyber security subject matter expert for the Secretary of Public Safety and Homeland Security, in addition to the Commonwealth of Virginia's point of contact for any cyber security-related issues.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official Employee Work Profile.
Minimum Qualifications
• Working knowledge of existing state and federal cybersecurity legislation and best practices.
• Knowledge of the Personal Identity Verification – Inoperable / Federal Information Processing Standard Publication – 201 (PIV-I/FIPS-201).
• Working knowledge of the Critical Infrastructure Information (CII) Act and Protected Critical Infrastructure Information (PCII) Program Procedures.
• Knowledge of Information Security policy requirements and standards of use to improve security plans and to reduce risk factors.
• Possess the skill to review legislation and regulations regarding cyber security with the ability to identify potential impacts to the Commonwealth and stakeholders.
• Ability to conduct research and to analyze technical information.
• Superior interpersonal, verbal and written communication skills effective across multiple sectors and disciplines.
• Considerable knowledge in the use of computers, Microsoft Office and other various software.
• An understanding of protocol, the ability to communicate with a diverse audience including senior policy officials and submit matter experts.
• Extensive experience interacting with senior-level government officials and industry representatives; working with sensitive or classified material, providing principal staff support to high-level government officials, commissions, policy groups and the general public.
• Must possess a valid driver's license and a satisfactory driving record.
• Ability to submit a Statement of Economic Interest form.
Additional Considerations
• Must hold or possess ability to obtain a Department of Homeland Security “Secret” Security Clearance within 6 months of employment.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
