Essential Functions and Job Responsibilities:

The successful candidate (Regional Program Manager) will manage personnel within one district for the Department of Veterans Affairs (VA) Office of Information Technology (OIT) Transformation Support Services (TSS).  This candidate will responsibility for staffing, coordinating and leading this effort to provide IT enterprise service operations (SO) for one of five districts overseeing OIT remediation support services. This support will include program management; systems, software/system technical support; cyber security; and potentially disaster recovery.

The candidate will have an extensive knowledge and background in leading Cybersecurity Risk Information Sharing Program in a highly decentralized staff for a single district spanning multiple U.S. states. The candidate will be expected to mature customer relationships within the Information Security Office (ISO) and coordinated with the Enterprise Security Operations (ESO). The Program Manager will work closely with multiple VA ISO stakeholders to maintain an optimum operational status across a single district.

This candidate will be responsible for the staffing, operational efficiency, senior customer interactions, and program performance measured by Quarterly Assurance Surveillance Plan (QASP) prepared by VA. This candidate will lead a team of highly focused IT staff to support CRISP across networks, devices and systems. The candidate will establish and deploy a set of IT resources of 100+ staff members. Core capabilities include leading a team to define program risks and mitigation, establish both communications and change management plans, continuous cyber security reviews and remediation.  The primary focus for this position is cybersecurity remediation services – patching and upgrades to negate vulnerabilities.  The candidate will need to be versed in VA’s Continuous Readiness in Information Security Program (CRISP) program and understand the relevant support areas including configuration and change management. Duties and responsibilities will include, but are not limited to:

  • Leading a team of highly qualified technical staff to continuous readiness of security patching and upgrades
  • Forging relationships with multiple OIT division leaders as well as other Contracting leads across VA’s multi-vendor environment
  • Present strategies, objectives risks and timelines to achieve the desired OIT ISO objectives
  • Reviewing trends of ISO actions to support ISO continuous improvement
  • Provide thought leadership to VA in progressing their CRISP program
  • Identify opportunities to satisfy material weakness findings and vulnerability support
  • Capture and report on quantity-based performance metrics used to track CRISP functions for status reporting
  • Utilize professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance
  • Document VA requests via Action Items and develop materials to respond to these requests
  • Execute change and resource management processes that integrate with the multi-district CRISP program governance processes
  • Support action item management and definition and mitigation of program risks
  • Support real-time transparency reporting for all support staff within assigned district

Minimum Requirements:

  • Bachelor’s Degree in business related field, engineering, or a related scientific or technical discipline with at least 12+ years of experience
  • Must have one of the following: ITIL v3 Expert, ITIL v4 MP, PMP or PgMP certification
  • Must have 5+ years of progressive experience managing security remediation and configuration
  • Must have 3+ years in managing network/system/application vulnerability scanning and security patching to support Continuous Readiness in Information Security Program
  • Must have experience of managing a technical staff of 100+ team members
  • Must have experience supporting a Government agency, preferably Veterans Affairs, with FFP, FUP, or Cost-Plus task orders under an IDIQ
  • Must demonstrate critical thinking skills to resolve stakeholder conflicts
  • Must have outstanding written and verbal communication skills with the ability to present business leaders
  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

The likely salary range for this position is $144,500 - $195,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
