Senior Cyber Program Manager - Hybrid

This position will provide Senior Program Management leadership to a complex and fast-paced Health and Human Services cybersecurity team of more than 50 team members. This role is responsible for and will have the authority to develop strategy and provide direction to ensure overall customer satisfaction of task order service delivery. Cybersecurity services provided include Assessment and Authorization (A&A), security control assessments, engineering, privacy, policy, and zero trust.

Work Location: Hybrid work requirement, with 1-2 days required on-site in Washington, D.C., and the balance of the week performed remotely, based upon the needs and directions of the customer.

Essential Duties and Responsibilities: This position will include, but is not limited to, the following tasks:

  • Responsible for organizing, directing, and managing all aspects of task order operational support functions involving multiple complex and inter-related projects. Provide overall direction of program activities.
  • Develop and maintain a master integrated program schedule.
  • Manage and maintain contractor interface with the senior levels of a federal agency.
  • Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs, and contractual obligations.
  • Establish and maintain technical and financial reports to show the progress of projects to management and customers, organize and assign responsibilities to subordinates, and oversee the successful completion of all assigned tasks.
  • Interact with vendors, other agencies, and other client staff on behalf of the client.

Basic Required Qualifications and Skills:  Note: These are mandatory items that all candidates must have when submitting an application to IMC for this position.   • Bachelor’s or master’s degree in a computer or management discipline.
  • Minimum 10 years’ PM experience with extensive experience managing complex and multi-faceted cybersecurity projects.
  • Current Project Management Institute Project Management Professional (PMP) certification.
  • Current Information Systems Audit and Control Association (ISACA) Certified Information Security Manager (CISM) or similar level security management certification.
  • Strong/extensive experience with:
    • performing the day-to-day management of overall cybersecurity contract/task order support operations involving multiple projects and groups of personnel.
    • organizing, directing, and coordinating the planning and production of contract/task order support activities.
    • leading teams engaged in cyber security support services, including A&A, zero trust, engineering, processes, policies, privacy, and other supporting services.
    • managing multiple work streams and managing personnel with widely varying levels of experience, with proven leadership promoting motivation and empowerment of others in order to accomplish individual, team, and organizational objectives.
  • managing the client interface at the senior levels of the client organization.
  • Excellent attention to detail (thoroughness, accuracy, and consistency) ability for all team work products.
  • Ability to establish and alter, as necessary, technical approach to directly affect task order/contract support activities.
  • Ability to work with and communicate effectively across multi-functional teams and audiences of varying seniority and expertise.
  • Pursuant to a government contract, this specific position requires U.S. Citizenship.
  • Must possess or be able to obtain a federal background investigation of Tier 2 Critical Non-Sensitive (Form SF 85P).

Desired Qualifications and Skills:  It is desirable that the candidate have the following qualifications:

  • Experience in Health and Human Services as a Government Employee or Contractor.
  • Working experience with Cybersecurity, risk management, or risk assessments.
  • Knowledge of NIST SP 800-53 and NIST SP 800-30.
