This advertisement is for a Senior Management Service (SMS) position located at Central Office in Tallahassee, FL in the Office of Information Technology.
Salary Rate: $143.839.80 annually
SPECIFIC DUTIES & RESPONSIBILITIES:
The Chief Information Officer (CIO) will serve as the Director of the Office of Information Technology (IT), reporting directly to the Chief of Staff. As an integral member of FDC’s Executive Leadership Team, the CIO will be responsible for implementing large-scale IT projects and spearheading the Department’s information technology modernization strategy. Additionally, the CIO will collaborate with subordinate leaders to oversee the department’s daily IT operations, ensuring the Department can fulfill all mission-critical responsibilities essential to public safety in Florida.
- The CIO is responsible for managing and building relationships with external and internal stakeholders throughout Florida to achieve the agency’s technology goals.
- Promote a culture of high performance and continuous improvement that values learning and a commitment to responsiveness and quality.
- Oversee the daily operations of the IT department to ensure that both new and existing technology systems meet or exceed organizational requirements.
- Foster strategic partnerships between the IT department and internal stakeholders, as well as external industry and legislative stakeholders, agency partners, policymakers, regulators, and other partner organizations.
- Successfully implement multiple high visibility projects in accordance with industry standard and best practice.
- Proactively plan for the annual legislative cycle including Legislative bill review, providing recommended changes to Florida Statutes, tracking funding gaps and issues, as well as the creation of legislative budget requests for obtaining new funding for agency IT initiatives.
- Utilize IT governance, standardize enterprise architecture, develop a strong information security posture, address technical debt, assist in IT and agency procurements in order to maintain operational support and business continuity.
- Make key contributions to the formulation of the business and digital strategies.
- Proactively advise Department leadership on the emerging technologies and digital trends that are most relevant to the agency's goals and evolving needs.
- Assist in determining capital investment parameters, priorities, and risks for enterprise-wide IT initiatives to maximize the return on investment.
- Coordinate and manage outsourced IT resources, vendors, and service providers.
- Communicate and collaborate with Department leadership to establish and evaluate information technology priorities in support of business objectives and direct operational planning.
- Identify organizational challenges and emerging issues, collaborating with the leadership team and your subordinate leaders to pinpoint internal and external IT opportunities and solutions.
- Mentor and develop staff using a supportive and collaborative approach, assigning accountabilities, setting objectives, establishing priorities, and conducting annual performance appraisals.
- Oversee and monitor the IT annual operating budget.
- Approve purchases of technological hardware/software and establish partnerships with outside vendors.
- Ensure adherence to applicable laws and regulations including the timely and accurate reporting of division, bureau, regulatory and statutory data.
- Establish and enforce appropriate service-level agreements.

REQUIRED QUALIFICATIONS
- 10+ years of experience in an executive IT management role
- Possesses strong emotional intelligence and management skills, enabling effective organizational leadership.
- Demonstrated success in implementing multiple large-scale, multi-million-dollar IT projects within strict timelines.
- Skilled in delivering high-level IT briefs to executives in a clear, concise, digestible manner to enable informed decision making.
- Extensive expertise and experience in IT applications, cybersecurity, infrastructure, project management office (PMO), and governance.
- Excellent written and verbal communication skills
- Excellent presentation skills
- Solid understanding of data analysis, budgeting, procurement, and business operations.
- Ability to travel (10-25%)
PREFERRED QUALIFICATIONS:
- Current Project Management Professional (PMP) Certification
- Information technology experience in both the public/government sector and commercial industry sector
- Experience managing a CJIS Compliant organization.
- Experience managing Microsoft-centric organization with Azure cloud services.
- Experience with State of Florida budgeting/procurement processes and legislative implementation requirements.
- Bachelor’s Degree in a related field.
- CISM, CISSP, ACP, CSM, CEH, CPT, or CEPT Certifications
