Team/Role Overview

As a part of Citi’s Global Human Resources organization,  the HR Chief Data Office (CDO) is responsible for regulatory and policy requirements in the field of data governance, data privacy and records management for the Global Human Resources function. This position offers an exciting opportunity to help drive one of the most mission-critical business practices at both scale and complexity across a continually evolving regulatory landscape.

The role will work in close partnership with Compliance, Legal and the applicable Program Management Office (e.g., Records Management Office, Chief Data Office, and Data Privacy Operations), peers (e.g. HR Risk &Control Program Managers), as well as internal clients (e.g. Global HR Discipline Owners and Representatives) and have responsibility for managing all activities related to the development, implementation, and maintenance of Citi’s Human Resources Data Privacy and Records Management Program consistent with applicable regulatory requirements and Citi’s policies and standards. 

As the landscape on privacy continues to evolve, the role will participate in assessment, management and governance of the Human Resources Privacy programs. 

What you’ll do

The HR Data Privacy Compliance Manager is responsible for overseeing the day-to day activities to support privacy compliance, governance and oversight, across the Human Resources. This role has responsibility for supporting privacy related capabilities and requirements including compliance with the Citi Global Privacy Policy, regulatory changes, and identification and management of operational risks associated with Privacy across the Human Resources.

  • Provide data privacy advice and guidance to the HR functions, including identification and prioritization of key data privacy risks and vulnerabilities within the Human Resources

  • Manage relationships with key stakeholders across the organization on reviews and audits on Data Privacy

  • Review, assess and plan actions as new regulatory requirements develop globally in the privacy space, specifically concerning employee data

  • Lead the implementation of global policy requirements and standards, as well as the development of HR desktop procedures as relate to Data Privacy

  • Oversee and govern HR compliance with Privacy Individual Right Requests in different jurisdictions where such rights are granted.

  • Support the HR function compliance with privacy obligations such as transparency demonstrated through privacy notices, transfer mechanisms such as Binding Corporate Rules

  • Assume responsibilities as related to the HR In Business Privacy Officer (IBPO)

  • Escalate and socialize of risk events and issues across the Human Resources for any data privacy related items in line with Escalation Policy and procedures to ensure effective escalation and socialization

  • Validate completed data privacy Issue and Corrective Action Plans (CAPs) in the tracking system prior to validation by other control and assessment functions such as Internal Audit and ICRM

  • Work with Global HR Regulatory management teams on all reviews and audits to ensure appropriate preparation, pre-review assessments and post-review remediation

  • Ensure high quality execution for Data Privacy programs for any Citi initiated programs, in coordination with Global Risk and Control and the HR Regulatory Engagement teams

What we’ll need from you

  • Bachelor’s/ University or master’s degree; Privacy certification is preferred but not required

  • 7+ years of relevant experience in Data Privacy, Data Privacy Operations, Information Security or Cyber related risk management experience or experience in an Internal Audit, Risk Management, or Control Management related role

  • Fluent English language skills

  • Working knowledge of Data Privacy Compliance laws, rules, regulations, risks, and appropriate controls, ideally in the Workforce Management function. Additionally, familiarity with privacy related technology considerations such as cookies, mobile devices, biometric and geolocation data is desired

  • Risk-based thinking and analytical mindset with up-to-date understanding of key data privacy risk and control concepts, tools, and trends

  • Strong negotiation, influencing, stakeholder management and communication skills across a variety of stakeholders 

  • Experience in managing and implementing successful projects 

  • Proficient in the use of basic Microsoft applications (Word, Excel, PowerPoint)Proven ability to navigate complex data environments and drive data governance initiatives.

  • Strong analytical and strategic thinking skills

  • Experience in working with cross-functional teams and managing stakeholder relationships
