Florida Digital Service:

The Florida Digital Service (FL[DS]) was established to propose innovative solutions that securely modernize state government, including technology and information services, to achieve value through digital transformation and interoperability, and to fully support the state’s cloud-first policy. It is also the lead entity responsible for enterprise cybersecurity.

 

Position Overview and Responsibilities:

The Cybersecurity Training Coordinator plays a crucial role within the Florida Digital Service’s Cyber Community Operations team, overseeing the management and delivery of cybersecurity awareness training and education for state and local governments, as well as managing cyber range exercises for agency Information Security Managers (ISMs) and Cybersecurity Incident Response Teams (CSIRTs). This position focuses on ensuring agencies are supported in successfully implementing cybersecurity training programs, exploring additional training opportunities, and coordinating cybersecurity awareness initiatives. The coordinator will also produce reports to track progress and demonstrate the state’s advancement in cybersecurity training. Duties and responsibilities include, but are not limited to:

 

Cybersecurity Awareness Training and Education:

  • Lead the cybersecurity awareness training program for state government agencies, ensuring compliance with statutory requirements. Maintain and update the cybersecurity curriculum requirements for local governments as mandated by statute, providing guidance and support to help local governments align their training programs with state requirements.
  • Actively engage with state and local governments to ensure they have the resources and knowledge needed to run their cybersecurity training programs effectively.
  • Oversee and manage the security awareness training platform, coordinating with agencies to ensure they meet the necessary training milestones.

 

Cyber Range Exercise and Platform Management:

  • Coordinate with the vendor to facilitate the annual ISM/CSIRT Cyber Range Exercise for enterprise agencies, ensuring the exercise meets the needs of the agencies, aligns with training objectives and statutory requirements.
  • Schedule and manage ongoing quarterly exercises for agency technical teams, ensuring regular hands-on technical training through the cyber range platform.
  • Ensure participants are properly onboarded to the cyber range platform and prepared to engage in exercises, providing support as needed.
  • Analyze exercise performance, collecting feedback and providing reports to help agencies identify skill gaps and training needs.

 

Training Opportunity Coordination:

  • Keep state agencies and local governments informed about free training opportunities as they become available.
  • Explore and evaluate additional training programs as they arise, assessing their potential value for state and local agencies.
  • Coordinate the delivery of new training programs and ensure that they are accessible and effectively implemented across agencies.

 

Progress Reporting and Analysis:

  • Develop scorecards and reports to track and demonstrate progress in the state’s cybersecurity awareness training program and cyber range exercises.
  • Analyze training data to provide leadership with insights into the effectiveness of the programs, highlighting areas for improvement and showcasing successes.
  • Report on agency participation, compliance, and skill development within the training and exercise programs.

 

Annual Cybersecurity Awareness Month Plan:

  • Produce an annual cybersecurity awareness month plan to be distributed to state agencies and local government security leaders, outlining initiatives and educational activities aimed at improving cybersecurity awareness across public entities.

 

Stakeholder Engagement and Collaboration:

  • Work closely with ISMs and other key stakeholders across state and local governments to ensure the training program meets their needs and aligns with their cybersecurity priorities.
  • Ensure ongoing alignment of training efforts with the state’s cybersecurity goals.
  • Maintain process documentation within an internal repository, including policies, rules, procedures, work aids, and published artifacts, to ensure documentation accuracy, process integrity, and operational continuity.

 

Professional Development and Compliance:

  • Pursue continuing professional education to maintain relevant certifications and stay abreast of cybersecurity trends and best practices.
  • Prior to access, verify in writing compliance with Agency IT security policies and procedures.

 

Other Duties:

  • Perform additional tasks and responsibilities to support the objectives of the Cyber Community Operations team and the Florida Digital Service, including involvement in special projects or initiatives.
  • Identify and present process improvements to cybersecurity leadership, including the need for statutory and regulatory reforms.

Knowledge, Skills, and Abilities:

  • A thorough understanding of fundamental cybersecurity concepts, practices, and trends. Familiarity with state cybersecurity policies, regulations, and standards. Knowledge of industry-standard cybersecurity frameworks.
  • Familiarity with principles of adult learning and training methodologies, especially in the context of professional development within cybersecurity.
  • Exceptional ability to communicate effectively, both orally and in writing, with a wide range of stakeholders, including cybersecurity professionals. Proficiency in facilitating discussions, presentations, and workshops.
  • Strong analytical skills with the ability to assess training programs, community engagement efforts, and cybersecurity trends, leading to actionable insights and recommendations.
  • Excellent organizational skills, with a proven ability to manage multiple tasks and projects simultaneously, prioritize effectively, and meet deadlines.
  • Ability to identify issues, analyze problems, and develop effective solutions in a timely manner, particularly in high-pressure or rapidly changing situations.
  • The ability to lead by example in collaborative efforts, encouraging participation and contribution from all members of the cybersecurity community.
  • Capability to adapt to changing cybersecurity landscapes and organizational needs, showing flexibility in approach and methods to achieve objectives.
  • Proficient in the use of modern office software and virtual collaboration tools for professional communication and community building.
  • A continuous learning mindset with a commitment to staying informed about the latest cybersecurity threats, trends, educational strategies, and community engagement practices.
  • Proficient use of computers for document creation, data analysis, project management, and presentations. Familiarity with cybersecurity education platforms and tools is a plus.
  • Ability to effectively use email, instant messaging, video conferencing, and social media tools for efficient communication and engagement with the community.
  • Familiarity with the setup and use of training equipment and resources, including online learning management systems, virtual labs, and interactive educational tools.

Minimum Qualifications:

  • Four years of experience in a role related to training, compliance, or cybersecurity, with crossover roles considered. This may include positions such as cybersecurity trainer, compliance officer, security analyst, IT project manager with a focus on security training, or any similar position with demonstrated responsibilities in developing, delivering, or managing training programs.
  • A thorough understanding of fundamental cybersecurity concepts, policies, and frameworks, particularly those relevant to state and local government operations, or NIST Cybersecurity Frameworks.
  • Proven experience and ability to develop and manage training programs, including curriculum design, coordination of training sessions, and monitoring progress and effectiveness.
  • Bachelor’s Degree in Cybersecurity, Information Technology, Computer Science, or a related field can be used in place of experience.
