The Work You Will Do:

 

DEP’s Office of Technology and Information Services (OTIS) is currently seeking a Program Administrator. The incumbent of this position provides direction and management of the Customer Support Services program area and assigned staff for the Office of Technology & Information Services (OTIS).  This incumbent serves as the lead customer service representative for IT-related matters for the department and provides leadership and oversight for the Customer Support Services team, which is responsible for highly visible and mission-critical IT services for the entire department.  These services include tier 1 service desk, desktop support, web/content management/SharePoint, IT Service Management system, electronic document management system, and coordination of the department’s PC refresh process. The incumbent of this position will represent OTIS and must be helpful, cooperative, polite, respectful, and courteous at all times in the interactions with customers.

Your Specific Responsibilities:

 

Specific duties and responsibilities include:

 

  • As a senior leader, this role will be overseeing multiple teams and is a pivotal role within the organization, demanding a balance of management, leadership, strategy, and operational excellence.
  • Provides leadership, vision, mentoring, coaching, and direction setting to Customer Support Services staff, and in the softer skills of team dynamics, team building and group motivation.  Promotes a diverse work environment through education, training, and professional development opportunities within the department. Creates an environment that encourages innovation and thoughtful risk taking.
  • Provides leadership that drives quality of service, efficient processes, reduction of employee downtime, increase in employee agility, and managed change.
  • Provides management and direction to fully support the efforts of the agency’s Information Technology Strategic Plan.  Demonstrates strong relationship and interpersonal skills in working with program staff and vendor community.  Bridges communications between the business organization and information technology with a focus on how to enable the agency to meet its commitments and goals.  The employee is expected to identify and meet the needs of customers in order to provide excellent customer service.  The employee should be helpful, cooperative, polite, respectful and concerned at all times in the interactions with customers when representing the Department or the State. 
  • Maintains a working knowledge of established policies, procedures and directives necessary to accomplish assignments and responsibilities; maintains a central filing system supporting assigned functions, duties and responsibilities using effective organizational methods which provide opportunities for knowledge transfer. 
  • Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

 

  • Strong leadership and team management skills
  • Knowledge of IT service management principles and best practices
  • Be able to show your experience with IT Service Management (ITSM) tools and methodologies
  • Proven experience with SaaS platforms (e.g., EDMS, Microsoft 365, Intune)
  • Demonstrate strong relationship and interpersonal skills in working with program staff and vendor community
  • Understand the importance of team dynamics, team building and group motivation
  • Ability to handle sensitive information in a discreet manner, respecting confidentiality
  • Possess an effective and collaborative management style that incorporates strong organizational, analytical and decision-making skills
  • Demonstrates effective project management skills with a demonstrated ability to manage multiple assignments and track progress on numerous projects simultaneously
  • Capacity to organize work within established time frames for which progress is continuously assessed
  • Skilled in contract management and negotiation
  • Ability to develop and negotiate service level agreements for technology services and relate them to the performance and delivery of core business processes
  • Knowledge of trends and directions in Information Technology
  • Ability to consult and counsel senior stakeholders (CIO, division directors, executive leadership, etc.) effectively, in non-technical terms, on issues related to the use of technology and its effective implementation within the agency
  • Ability to identify high risk vulnerabilities which could be exposed by information technology security threats and weaknesses
  • Skilled in consensus management, including successful interactions with diverse groups at all levels within and outside the Department; Proven skills in strategic planning, resource management, leadership and communication
  • Excellent written, oral and interpersonal communication skills with the ability to translate highly technical concepts into language easily understood by management and end users; ability to understand complex business requirements and recommend technology solutions that can address needs in an innovative, effective and efficient manner

 

Requirements for this Position:

A bachelor's degree from an accredited college or university; or Any combination of post – secondary education or verifiable related experience, as described above, for a total of four years. 

 

 

Preferred Qualifications:

 

Preference will be given to applicants with one or more of the following certifications:

  • ITIL 4 Foundation
  • Project Management Professional (PMP)
  • Certified Information Technology Professional (CITP)
  • Certified Technical Professional (CTP)
