About the Opportunity

The Integrated Risk and Resilience Team (IRR) has an opportunity as a senior manager with experience in leadership, metrics and reporting, and a combination of risk, compliance, and resilience to oversee our IRR team’s strategic operations group and continue to evolve the program toward a more integrated 2nd line of defense for our organization. As the Senior Manager, you will provide oversight, direction, and leadership to a multi-functional team that oversees the strategic operations and reporting capabilities for risk management, business continuity, Records and Information Management (RIM), and Transparency and Accountability (TAP) responsibilities, including ensuring alignment of frameworks and policies with established FRS and District direction. Lead the aggregation and communication of the overall Fifth District risk profile, which will be used by the IRR business partners to support senior leader decision making and understanding of the Bank’s risk profile. The role supports and often leads the establishment of procedures, policies, and/or frameworks that drive sound risk, resilience, crisis management, and compliance practices both locally and as part of the FRS risk community.

What You Will Do:

  • Lead the implementation and execution of FRS risk management initiatives and deliverables both locally and in support of System efforts, such as risk event reporting, current and emerging risk sensing and reporting, crisis management planning, contingency testing, and related notification reporting.
  • Oversee the design, implementation, and support of the strategic use of risk data across disparate systems and resilience functions as part of a multi-year road map to enhance the capture and reporting of the Fifth District risk and resilience profile using data models and schemas that deliver dashboards, graphs, and visualizations that guide strategic decisions at the business line and aggregated organizational level. 
  • Provide oversight to the Fifth District’s risk event reporting, ensuring the overall capture and mitigation of risk events and related mitigation responses, including those that are followed with an after-action review.  
  • Partner with IRR leaders to continually design, evolve, and implement our crisis/incident management strategy, guidelines, protocols, policies, and procedures.
  • Ensure structure is in place for crisis management structures and incident response.
  • Lead the team responsible for Fifth District Records and Information Management, including both physical and digital records, tracking business line compliance and oversight of awareness, training, legal holds, and compliance with the control environment.
  • Provide oversight of the Fifth District’s role in managing FedPro, the system of record for physical records, on behalf of the FRS, providing oversight of customer relationship management, vendor performance, SAFR controls, including chairing the System steering group
  • Serve as the backup Business Continuity Officer.
  • Serve as the coordinator for the Transparency and Accountability Policy program, overseeing the intake and response to external records requests in accordance with policy, assessing the appropriate internal stakeholders to engage and leading the external response, in partnership with Legal, while ensuring timely communication with senior leaders.
  • Recommend and implement multi-year strategic goals and objectives, providing alignment to performance objectives for direct reports.
  • Identify operational efficiencies and seek improvements to established processes by refining related procedures as needed.
  • Support senior leader risk decision making, interacting with all levels of senior leaders and business line officers and managers, consulting on risk related matters as needed and requested.
  • Drive enhancements to Fifth District risk culture by implementing awareness campaigns and the development of tools to assess and respond to risk culture opportunities.
  • Participate and lead related System and Bank related projects and working groups as assigned.

Qualifications:

  • Minimum 9 years of relevant work experience in one or more of the following or related fields: Risk management, Compliance, Audit, Incident or Crisis management, or Business Continuity
  • Knowledge and experience typically through, or equivalent to, the completion of a Bachelor`s in Science in an accounting, business, finance, technology or data-related field.  Master’s degree preferred.
  • The ability to assess risk impact and develop mitigation plans that are commensurate with the assessed risk.
  • Strong expertise in problem solving and critical thinking, offering solutions that drive smart risk taking.
  • Strong relationship builder, establishing the necessary rapport with leaders at the highest levels across the Fifth District and the FRS to understand the shifting risk profile and influence mitigation and response.
  • Experience leading the development of data analytics tools that inform decision making.
  • Experience using GRC and/or crisis management/incident management tools preferred.
  • Excellent writing, speaking, and analytical skills with demonstrated ability to produce clear and accurate documentation.
  • Experience supervising sophisticated tasks from conceptualization to completion
  • Command of MS Office products (i.e. Word, Excel and PowerPoint) and collaboration tools (SharePoint, Teams) and the analytical skills to put them to full use.

Other Requirements and Considerations:

  • Industry recognized professional or technical certifications focused on areas of risk or compliance, such as CPA, PMP, CCEP, CISA, etc. a plus.
  • Familiarity with business continuity and incident management standards and industry best practices a plus.

  • The hiring range of the Risk & Compliance – Sr. Manager is $120,900 - $166,210 annually.
  • Salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications.
  • The Fifth District provides a hybrid work environment. This position is required to be onsite on Tuesday, Wednesday, and Thursday each week.
