About the Project

The ISF-funded Tackling Transnational Threats (3T) project aims to support all aspects of Jordan’s security architecture to respond to, and counter, transnational threats and security challenges that the country is currently facing. The project will focus on addressing issues such as Transnational Serious and Organised Crime, Illicit Finance, Violent Extremism, Strategic Communications, Climate Insecurity and Cyber Crime. Working in close collaboration with Jordanian government agencies, and other national, international and regional stakeholders, the project aims to build capacity, foster partnerships, and improve resilience against state and non-state actors threatening regional stability. 

About the Role

The Deputy Team Leader (DTL) will support the Team Leader in all aspects of project management and implementation, ensuring seamless operations and adherence to project goals. The DTL will manage key elements of day-to-day operations, liaise with stakeholders, oversee specific programme components, and provide leadership in the Team Leader’s absence ensuring continuity and stability in project operations. 

What you'll be doing

Key Responsibilities 

Project Support and Coordination 

  • Assist the Team Leader in developing and implementing the project strategy and work plan, ensuring alignment with HMG priorities and ISF funding guidelines. 
  • Coordinate with team members to ensure timely and effective delivery of activities, identifying areas for improvement and troubleshooting operational issues. 
  • Monitor the project work plan and coordinate with project and operations staff. 
  • Follow up with partners on the day-to-day implementation of project activities and brief the Team Leader regularly.  
  • Travel to conduct meetings with internal and external staff as required and within reason. 

Stakeholder Engagement 

  • Support relationship management with Jordanian government counterparts, local authorities, and international partners. 
  • Act as a key point of contact for mid-level stakeholders and represent the project in meetings and discussions as directed by the Team Leader. 
  • Facilitate communication within the team and with external partners to ensure a coherent, collaborative approach. 

Operational and Financial Management 

  • Oversee daily project operations, ensuring adherence to procurement, budget, and reporting requirements. 
  • Ensure that budgeted activities are spent in accordance with donor funding and donor regulations within the appropriate timeframe.  
  • Support the Team Leader to review the financial glidepath.  
  • Coordinate the completion of administrative tasks, including documentation, logistics, and reporting. 

Risk Management and Security Compliance 

  • Support the development and implementation of security protocols to ensure team safety in high-risk environments. 
  • Monitor and assess potential risks, reporting and escalating issues to the Team Leader as necessary. 
  • Update the Project Risk Register and Security Plan monthly or on becoming aware of a change in the threat level to ensure that it remains accurate and relevant and all risks are managed appropriately. 
  • Contribute to a culture of risk awareness and preparedness within the project team. 

Monitoring and Evaluation (M&E) 

  • Review the Monitoring and Evaluation collection plan, Results Framework and Logical Framework monthly with the project’s Monitoring and Evaluation staff. 
  • Provide input for regular progress reports, capturing key achievements, lessons learned, and areas for improvement. 
  • Support analysis of M&E data to guide programme adjustments and ensure continuous improvement. 

Requirements

Key Qualifications and Experience 

Essential

  • Former serving member of the British Police (Deputy Chief Inspector – Superintendent), NCA or Armed Forces (OF3 – OF 5).  
  • Experience in international development, security, or related fields, with at least 3 years in a management or coordination role. 
  • Strong organisational and project management skills, with attention to detail and the ability to multitask in complex environments. 
  • Excellent communication and interpersonal skills, with the ability to engage stakeholders across cultural and organisational contexts. 
  • Proficiency in budgeting, financial management, and reporting to meet donor compliance requirements. 
  • Demonstrated ability to work under pressure, manage security risks, and respond effectively to dynamic challenges. 
  • Based in, or willing to relocate to Jordan. 
  • Proficiency in the Microsoft Office suite. 

Desirable 

  • Experience working on UK-government funded projects, ideally ISF projects, or those with a focus on transnational threats, counter-terrorism, or capacity-building. 
  • Previous experience in Jordan or the wider the Middle East or North Africa, with knowledge of the region’s political and security dynamics, is highly desirable. 
  • Working proficiency in Arabic  
  • Previous experience of working with key Jordanian government stakeholders: JAF, PSD, NCSCM, etc. 
  • Knowledge of UK government and ISF project management guidelines. 
  • Degree in International Relations, Security Studies, Development, or a related field.
