Reporting directly to the Commercial Operations Director, the Facility Security and Compliance Officer will manage site security planning, compliance, and coordination in accordance with the US Government and corporate requirements. They play an integral role in ensuring the effective implementation of Aecon’s security procedure manual in accordance with National Industrial Security Program Operating Manual procedures (NISPOM) and Aecon policies and procedures.  They will also be responsible for establishing and managing security processes for all US Federal Government projects.

What You'll Do Here 

  • Maintain compliance with all U.S. Government security regulations including National Industrial Security Program (NISP)
  • Draft and maintain security plans and procedures
  • Maintain awareness of changing industrial security regulations and how those changes impact site policies, personnel, or projects
  • Conduct security self-inspections and apply risk mitigation methodologies
  • Maintain databases and government portals related to personnel and facility clearances for the Aecon’s cleared facility
  • Safeguarding and monitoring classified information located at the site
  • Investigating and reporting security violations and adverse information reports with the cognizant government security agency in accordance with the incident response program
  • Conduct employee security briefings and debriefings
  • Coordinate information security and plant protection activities
  • Build and manage relationships with security points of contact at all US Federal Government clients
  • Participate in the development of and conducts security education programs
  • Direct employees in the proper application process for security clearances using approved government systems
  • Management of access control systems and intrusion detection systems for classified processing areas
  • Oversight and management of physical ACS (access control systems) for employees and visitors
  • Oversight and management of physical IDS (intrusion detection systems) for the site
  • Conduct Initial Indoctrination briefings for newly cleared employees
  • Conduct Reinvestigation clearance process on all cleared employees
  • Management of classified transfers to and from the facility including maintenance of external shipping providers
  • Support visits and inspections
  • Supports the Information Security and Physical Security Programs in the assessment of spaces and equipment for storing and handling classified material
  • Provide oversight to ensure compliance with the media protection policy including proper storage utilization and destruction of materials
  • Implement and maintain security best practices for all US Federal Government projects, including:
    • Data security
    • Device handling
    • Provide crisis management support for specific security breaches / events 

 

What You Bring To The Team

 

  • Bachelor's degree in business, security, or related field
  • 10+ years of relevant experience in the industrial engineering, nuclear or construction industry
  • Industrial Security Professional (ISP) Certification (preferred) or CDSE FSO Program Management Certification (for Possessing or Non-Possessing Facilities)
  • Familiar with Government Contracting requirements as it relates to security
  • Strong knowledge of JPAS, e-QIP, Scattered Castles, and forms SF86, DD 254, DD 441, and SF 328
  • In-depth knowledge of NISPOM requirements
  • Proficient in Microsoft Office Suite (PowerPoint, Excel, Word, Outlook)
  • Excellent verbal and written skills, especially in proofreading
  • Strong leadership skills, ability to support teams and apply problem solving skills
  • Strong interpersonal and communication skills
  • Strong presentation skills, ability to team with all levels of the organization
  • Ability to exercise judgment and understanding of how decisions impact overall organization
  • High level of self-motivation and initiative; ability to follow through seeing tasks to completion with the ability to work effectively and adapt in an ever changing, challenging, and fast-paced environment
  • Ability to anticipate alternate solutions and be prepared with contingency plans as needed in a calm and efficient manner
  • Have strong attention to detail while checking all aspects of the security program with respect to US Government security guidance
