Job Summary

TestPros is seeking a Senior Program Manager to support a Federal cyber security program.

Position: Full-time

Job Title: Senior Program Manager

Location: Arlington, VA and Remote

Security Clearance: Top Secret SCI

Overview: The Senior Program Manager (PM) will oversee all contractor work performed and will serve as the primary point of contact for the Contracting Officer (CO) and the Contracting Officer's Representative (COR). The PM will be a senior-level employee with extensive experience in managing government contracts, ensuring seamless execution of tasks and maintaining effective communication with stakeholders.

Key Responsibilities:

Project overview: This project delivers essential cybersecurity support across several key areas:

  1. Task Management: Oversees project control and reporting 

  2. Security Assessments: Conducts risk and vulnerability assessments, ensuring compliance with cybersecurity standards.

  3. Continuous Monitoring: Manages threat analysis and documentation, transitioning to continuous monitoring.

  4. Administrative Security Support: Assists with security clearance processing and documentation.

  5. Technical Expertise: Provides cybersecurity insights, system analysis, and policy reviews.

  6. Surge Support: Offers flexible resource scaling for increased service needs.

Additional activities include ML Security Operations, Offensive Security, risk assessments, consistent communication, and detailed technical documentation.

Responsibilities and Duties:

The PM is responsible for organizing all services pertaining to cyber contract. The PM shall be tasked with fulfilling staffing plans; providing strategic guidance to multiple teams; formulating, organizing, monitoring inter-connected projects; preparing and/or present reports to Government PMs; and fulfilling the task management deliverables. The PM will also coordinate with other task leads to ensure specific deliverables are being completed within the agreed upon timelines and communicating any discovered risks and mitigation plans with the Government.


Required skills:
  • 10+ years of proven experience as a Program Manager (PM) or other managerial positions
  • Project Management Professional (PMP) or relevant education in lieu of certification.
  • Must have excellent knowledge of performance evaluation and change management principles and excellent communication, problem solving and leadership skills.
  • Experience organizing all cyber services
  • Experience with staffing plans; providing strategic guidance to multiple teams; formulating, organizing, monitoring inter-connected projects; preparing and/or present reports to Government PMs; and fulfilling the task management deliverables
  •  Experience with risks and mitigation plans with the Government.
  • active TS/SCI security clearance

Preferred Qualifications and Skills

  • Agency experience (ideally DHS CISA)
  • Cyber program experience
  • SAFe and DevSecOps experience
