Project Overview:

Bechtel is seeking to recruit high quality project delivery professionals in Engineering, Construction, Project Controls and related disciplines to join our team in Canada. 

Bechtel is currently growing our team working on a variety of new transportation and infrastructure projects in the Provinces of Quebec and Ontario, Canada. Candidates are currently being sought in both Montreal, Quebec and Toronto, Ontario. 

 

Job Summary:

As part of the work, the Safety Critical Software & Cyber Security Manager will act as the project’s focal point for e-designs throughout the project and eventually by a number of Contractors. The Engineer will also act as the key point of interface for the projects IT department, maintain oversight of activities / deliverables relating to the management of software and cyber security to ensure robust justifications and technical assurance can be produced in support of the eventual Project Safety Cases. These documents will set out not only that the railway is safe to Operate & Maintain but also that related software and functions will be secure against potential cyber threats.  #LI-JL1

This job opportunity may be conditional, based upon the award of new projects and additional scope.

 

Major Responsibilities:

  • Support the preparation of an IT Cyber Security Management Plan for the Project and execute this plan in accordance with IT/Cyber security requirements and ISO 22301 and ISO/IEC27000 series. 
  • Ensure the robust management of software and cyber security is undertaken by the project and subsequent Contractors and identify / support the mitigation of software / cyber risks in the design / implementation of the operational railway. 
  • Support the specification and characteristics of the operational railway identifying the system hazards and system assurance related to cyber security which will need to be addressed. 
  • Attending consultant and the Contractors HAZID sessions in line with the Project’s processes. 
  • Provide IT and cyber security guidance in the preparation of system safety assurance documentation and requirements management processes. 
  • Support the flow down cyber security requirements along with the review of verification and validating information and data received from various entities. 
  • Providing inputs into the common Projects risk register and participating in its regular review and during the life of the project. 
  • Support the Project’s Independent Safety Assessor’s (ISA) review & coordinate the activities and the resolution of any software and cyber security Safety Findings or Safety Notices. 
  • Ensure railway stage works considerations are addressed in the contractor's design in the development of the software. 
  • Undertake reviews of contractor design submittals relating to cyber security and management of software including version / configuration control. 
  • Undertaking reviews of contractor inspection and test plans relating to software SIL and cyber security and management of software. 

 

Education and Experience Requirements:

  • Degree or postgraduate qualification in science, engineering from an accredited university or equivalent qualification with 10+ years of progressive experience in the fields of safety critical electronics, software and cyber security within the rail, aviation, or nuclear industry. 

 

Required Knowledge and Skills:

  • Desirable, membership or affiliation of a relevant institution (e.g. ISACA, BCS). 
  • Desirable, relevant certification such as CISSP, CISA, CISM or equivalent. 
  • Extensive experience with developing requirements for design and delivery of software. 
  • Significant experience of cyber security based on ISO 22301 and ISO/IEC 27000 series. 
  • Good working knowledge of current privacy agreements and other emerging industry standards such as the US National Institute of Standards and Technology's (NIST) privacy framework. 
  • Good knowledge of industry safety management systems and safety related software including Safety Integrity Levels (SIL). 
  • Knowledge of rail (or equivalent) safety standards such as IEC61508, EN50126, EN50128, EN50129. 
  • Ability to prepare clear strategic plans, procedures and user-friendly templates to assist entities in undertaking services for the Project. 
  • Knowledge of testing requirements for safety critical software as well as testing for cyber threats and vulnerabilities. 
  • Knowledge of the Canadian software regulations & applicable legislation relating to the storage of digital data and cyber security within the country and global General Data Protection Regulation (GDPR) requirements. 
  • Strong English language communication and report writing skills. 
  • A professional license from a recognized licensing or registration board. 
  • Excellent interpersonal, analytical and communication skills (oral and written). 
  • Proactive, supportive, inquisitive, challenging and result driven. 
  • Hard working and motivated with high self-initiative. 
  • Ability to manage multiple assignments, changing priorities and work with ambiguity. 
  • Help others and receive help from others in achieving goals. 
  • Acknowledge and value contribution from other team members.

  • Fench language skills would be beneficial. 
  • Experience working with teams and stakeholders in the development and delivery of large infrastructure projects. 
  • Knowledgeable in planning and executing high value, multi-faceted lump-sum turnkey civil infrastructure projects. 
  • Computer skills (including Excel, Word, PowerPoint)
