The Work You Will Do:

DEP’s Office of Technology and Information Services (OTIS) is currently recruiting for a Government Operations Consultant I.  This position is responsible for the procurement of commodities and Information Technology (IT) services. The incumbent of this position will represent OTIS and must be helpful, cooperative, polite, respectful, and courteous at all times in the interactions with customers.

Your Specific Responsibilities:

 

Specific duties and responsibilities include:

  • Provide administrative guidance and assistance to OTIS staff regarding the procurement of commodities and services
  • Generate and track MyFloridaMarketPlace (MFMP) purchase requisitions to ensure the timely issuance of MFMP purchase orders (POs), or oversee the routing of procurements to ensure timely execution; facilitate the timely and effective transition of contract services for expiring contracts to new contracts, if applicable, by maintaining the OTIS Renewal Workbook.
  • Ensure P-Card transactions are submitted for review and approval timely and accurately. Assist other OTIS staff members in submitting P-Card transactions for review and approval.
  • Review contractor invoices for accuracy and facilitate their timely/proper approval and payment in accordance with established state and DEP laws and policies; track contract-related expenditures to ensure contract compliance; generate regular and ad hoc reports of contract-related expenditures; and work with OTIS budget staff on fiscal or budget matters involving assigned contracts.
  • Maintain oversight of invoice tracking and purchase order balances for contracts in conjunction with contract managers. This includes updating and managing OTIS’ payable tracking spreadsheet to monitor available funds and providing tracking of available funds to support contract oversight.
  • Oversee OTIS’ Procurement Tracking system to ensure unassigned requests are assigned in a timely manner.
  • Manage ELFF invoice process for the data center client-agency agreement with DMS. 
  • Provide management with recommendations based on research of best practices, document business process reviews, assist with development of OTIS policies/procedures, and support the efforts of the department’s IT Strategic Plan.
  • Maintain proficiency in the use of office equipment, software applications, technical writing and a working knowledge of established state and DEP laws, policies, procedures, and directives as necessary to accomplish assigned duties and responsibilities.
  • Perform other related tasks as required.

Required Knowledge, Skills, and Abilities:

  • Ability to work effectively with Microsoft Office applications (Outlook, Excel, PowerPoint, and Word)
  • Knowledge of state purchasing laws and rules (specifically Chapter 287, F.S. Chapter 60-A, F.A.C.)
  • Ability to carry out procurement and invoicing efforts
  • Ability to conduct fact-finding research
  • Ability to utilize problem-solving techniques
  • Ability to collect, evaluate and analyze data to develop alternative recommendations
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials
  • Ability to document workflow and other activities related to the improvement of operational practices
  • Ability to develop report specifications for contract tracking, budgeting, and analysis
  • Ability to communicate/work effectively with program staff and the vendor community, both verbally and in writing
  • Ability to establish and maintain effective working relationships with others
  • Ability to work both independently and in a team environment
  • Ability to maintain a valid driver’s license

 

 

Preferred Qualifications:

  • Hands-on work experience in generating and tracking MyFloridaMarketPlace (MFMP) purchase requisitions and purchase orders
