Microsoft’s Corporate and External Legal Affairs (CELA) division seeks an experienced Technical Program Manager - Cybersecurity Legal Team to join the Cybersecurity Legal Team within the Customer Security and Trust (CST) organization. The work of the Cybersecurity Legal Team is focused on developing strategies to support cybersecurity regulatory compliance across the company, providing cybersecurity compliance counseling, leading strategic compliance initiatives, and shaping the development of cybersecurity laws worldwide. Cybersecurity and cyber threats are some of the greatest and highest impact risks to organizations and the tech industry today. The Technical Program Manager - Cybersecurity Legal Team in this role should have experience with compliance functions and handling issues associated with managing regulations or standards, with the ability to drive implementation, monitoring, and reporting to meet complex legal requirements across multiple legal, engineering, and business stakeholders, coupled with ongoing corporate governance, coordination, and oversight by executives. The Technical Program Manager - Cybersecurity Legal Team will work alongside attorneys to help plan and develop programs and systems, as well as identify and utilize appropriate tooling, to support cybersecurity corporate governance and enable engineering and business groups to fulfill cybersecurity regulatory obligations for the protection of customers and Microsoft. You must want to learn about and master Microsoft's technologies and find ways to apply them to advance and scale the work of Microsoft’s Cybersecurity Legal Team.

Responsibilities
- Work with attorneys in the Cybersecurity Legal Team to drive and manage cybersecurity corporate governance, implementation of regulatory requirements, and ongoing compliance by collaborating with cross-company teams of legal, business, and engineering professionals to ensure compliance.
- Deep technical understanding of data security and governance architectures, solutions/technologies.
- Drive and support the development and execution of legal compliance strategies to allow adoption at scale by:
- collecting innovative ideas and business needs;
- managing program communities and stakeholders;
- collaborating with internal stakeholders to help design and sustain compliance processes and infrastructure; and
- supporting a rhythm of engagement that keeps Microsoft communities informed and engaged with our cybersecurity compliance and regulatory implementation work.
- Use data and insights, including with AI, to develop a program strategy and execute program plans through all stages of initiating, planning, executing, monitoring/controlling, and closing.
- Knowledge sharing internally and externally.

Qualifications
Required Qualifications
- Bachelor's Degree AND 6+ years of relevant professional experience that includes program management in a highly complex regulatory and scalable environment.
- OR equivalent experience.
- 3+ years of experience building and administering cross-functional and/or cross-organization solutions.
- Experience implementing and improving secure software development frameworks across multiple product releases and/or software development methodologies
- Experience with internal cybersecurity policies or external information technology standards.
Additional or Preferred Qualifications
- Bachelor's Degree AND 10+ years experience in engineering, product/technical program management, data analysis, or product development
- OR equivalent experience
- 8+ years experience managing cross-functional and/or cross-team projects.
- 1+ year(s) experience reading and/or writing code (e.g., sample documentation, product demos).
- Experience translating complex, technical information for a lay audience
- Product development experience focused on cybersecurity, privacy, online safety or other regulatory compliance requirements.
- Demonstrated ability and interest to work in ambiguous situations, across organizational boundaries, and navigate dynamic, matrixed organizations.
- Self-directing and adaptive, with an ability to build enthusiasm for organizational and cultural change and instruction.
- Demonstrated intrinsic commitment to Microsoft's core values of customer obsession, growth mindset, and advancing our diversity and inclusion
Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $137,600 - $267,000 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $180,400 - $294,000 per year.
