Position Specific Summary
The Information Technology (IT) Administrator position at the City of Tucson’s Information Technology Department administers an information technology division that focuses on applications, databases, interfaces, and reporting. Develops strategies and programs to maintain, update, and secure applications that support City operations. Evaluates the City's need for new technologies and develops and implements strategies to meet those needs.
Work is performed under the supervision of the Deputy Director of Information Technology. This position exercises supervision over division personnel.
Duties and Responsibilities
Oversees the planning, implementation, direction and management of all functions and resources of the division to achieve the strategic objectives of the department and the city. Formulates and implements division strategic plans and work activities to coordinate and synchronize with department directions and goals. Implements and evaluates department policies, projects, and programs. Coordinates objectives and operations with IT Administrators for overall success and effectiveness of IT capabilities.
Develops the division teams by fostering a culture of continuous improvement, mentorship, and professional growth. Encourages open communication, teamwork, and a positive work environment. Coaches and mentors managers, offering support and advice to enhance leadership. Establishes clear expectations, provides constructive feedback, and recognizes and celebrates achievements. Develops and provides formal training in areas of expertise on occasion.
Sets and upholds high standards of operations within the division. Establishes and monitors Key Performance Indicators (KPI’s) and Objective and Key Results (OKR’s) to measure division and team performance, quality and to identify areas of improvement. Ensures division teams and staff have clearly defined and measured annual goals and targets contributing to division objectives. Encourages team members to proactively contribute ideas and initiatives for ongoing optimization.
Assists with development and implementation of the department strategic plan, supporting department and City goals. Understands needs and strategic objectives of City partners served by division. Leverages knowledge in Client Application Services (CAS) domain and industry evolutions, in partnership with peers, to envision innovative solutions to achieve stated goals. Maintains knowledge of current developments and practices in information technology. Forecasts and tracks department budget and staff resource plan.
Stays informed of industry trends and emerging technologies to identify areas of improvement. Collaborates with partner stakeholders to identify and pursue new opportunities to leverage innovative technology to achieve City goals. Leads strategic initiatives to expand division expertise in modern technologies supporting City goals.
Performs all other duties and tasks as assigned. Processes optimization and continual improvement.
Working Conditions

Degree in Information Technology, Computer Science, Management Information Systems, Cybersecurity, Business/Public Administration, or closely related field and (5) years of professional level experience in administration, policy and procedure development, purchasing, budget development, research and program analysis in the area of information technology, or closely related field.Master's Degree in Information Technology, Computer Science, Cybersecurity, Business/Public Administration, or closely related field.

Special Instructions:
The Information Technology Administrator is responsible for the successful IT support of key city partners such as Tucson Police, Tucson Fire, Public Safety Communications, Water Utility, and Department of Transportation and Mobility. This position will work with City partners on understanding strategic business needs, working on IT strategic plans to fulfill partner needs and manage day to day IT operations in support of City partners. The ideal candidate for this position has a background working with Public Safety, establishing strong relationships with partners, and managing large portfolios of IT solutions. Working in an Agile / DevOps environment is preferred.Physical and lifting abilities/requirements are determined by position and are included in the position description.
