Under NSPM-33 and the CHIPS & Science Act of 2022, the U.S. government requires all universities receiving over $50 million in federal research funding annually to establish a Research Security program. This position will be pivotal in developing USU’s Research Security program. Key responsibilities will include: (1) tracking USU international travel and educating travelers about foreign influence risks; (2) creating, implementing, and monitoring research security and export compliance trainings for relevant USU personnel; and (3) collaborating with USU IT to ensure compliance with required cybersecurity standards. Additionally, this position will support other areas of research compliance managed by the Research Integrity & Compliance Office, including, but not limited to, data management, conflict of interest, and research misconduct.
Responsibilities
- Serve as the primary point of contact for research security compliance.
- Develop, maintain, and apply extensive knowledge of federal and state regulations governing research security, including NSPM-33, the CHIPS & Science Act of 2022, export control regulations (EAR, ITAR), and federal contracting requirements.
- Collaborate with key personnel within RIC, the USU Office of Research, and the broader campus community to develop appropriate policies and procedures related to research security.
- Design, implement, and maintain training programs required by NSPM-33, focusing on research security education, international travel, export controls, and more.
- Establish tracking systems for faculty, staff, and institutional compliance with research security standards.
- Assist with the various compliance areas overseen by RIC, including data management, conflict of interests, export compliance, responsible conduct of research (RCR) training, and research misconduct review.
Qualifications
Minimum Qualifications:
- Bachelor’s degree, plus four years of relevant experience; or an equivalent combination of education plus experience.
- Ability to manage confidential and sensitive information discretely and securely.
- Strong analytical and problem-solving skills, with excellent communication, writing, organizational, and presentation abilities.
- Ability to manage shifting priorities and multiple projects.
- Collaborative team player with a strong work ethic.
